Michael D. Antonovich Annual Offsite Retreat to Brainstorm FY 2003-04 Work Program The MSRC conducted its annual office retreat on Monday, March 31, 2003. The MSRC heard presentations by AQMD staff on proposed legislation, including SB 981 by Senator Nell Soto, the Draft 2003 AQMP, projects approved or implemented by the AQMDs Science & Technology Advancement in 2002 and direction for 2003, and the Chairmans School Bus Initiative. MSRC staff looked at the MSRCs funding priorities for the past five years, revenues available for FY 2003-04 which is approximately $13.7 million, the increasingly complex regulatory environment and emerging clean air technologies. Public comment was also heard by the following entities: 1) ENRG (formerly Pickens Fuel), which urged continued support of alternative fuel infrastructure and separate rather than combined work program categories for on-road and off-road projects; 2) Sempra Energy, which advocated support of expanded incentives for light-duty vehicles, public access refueling stations, and also separate rather than combined work program categories for on-road and off-road projects; 3) California Natural Gas Vehicle Coalition, which urged continued support of on-road heavy-duty programs, a focus on criteria other than cost-effectiveness, and support of light-duty infrastructure and incentives; 4) Clean Fuel Connection, which advocated support of home CNG refueling, coordination with complementary funding sources, and car-sharing programs; and 5) Ford Motor Company, which proposed MSRC support of a light-duty AFV subsidy program. Following presentations and discussion, each MSRC member filled out ballots to indicate their funding priorities for the FY 2003-04 Conceptual Work Program. The results will be compiled and presented at the next MSRC meeting. They will be shared with the AQMD Board in the next Committee report. Approval of Contract for "Rideshare Thursday" Public Outreach Campaign On October 4, 2002 the Board approved the MSRCs FY 2002-03 Work Program in Concept totaling $14.95 million. Included within the Work Program was $800,000 for a "Rideshare Thursday" Public Outreach Campaign. Sixteen proposals were received and five finalists interviewed in response to the RFP released as part of the FY 2002-03 Work Program. At its February 27, 2003 meeting, the MSRC received a presentation by its Technical Advisory Committee (MSRC-TAC) recommending an award of $800,000 to Johnson Ukropina. However, the MSRC had reservations about approving a contract award without further details on specific program plans, including radio stations, and airing times and hits, focusing on maximum air time. Consequently, the MSRC deferred action and referred the item back to the MSRC-TAC and asked that the top two firms in rank order, Johnson Ukropina and Pathways Strategic Communications, submit further detail proposal information for MSRC-TAC and Subcommittee review so that the MSRC could make a more informed decision. Subsequently, the MSRC-TAC requested additional information and abstracted further data from the top two proposals. In addition, cost-effectiveness calculations based on cost per second were performed. Based on the resulting information and considering the broader outreach proposed by Johnson Ukropina which included Spanish radio spots, the MSRC-TAC again recommended a contract award for $800,000 to the top ranked firm. The MSRC unanimously approved the recommendation, and the AQMD will consider this contract award as part of the FY 2002-03 Work Program at its May 2, 2003 meeting. Final Reports Received and Approved The MSRC unanimously received and approved two final reports for: 1) GeoPerception, Inc. Contract #02024, which provided $400,000 to develop an Internet-based bicycle routing & mapping system; and 2) Waste Management of Orange County Contract #00010, which provided $1,244,400 for the purchase of CNG refuse trucks. All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's Web site at http://www.msrc-cleanair.org. Contract Modification Requests The MSRC unanimously approved the following four contract modifications:
The MSRC also deferred to its next meeting a contract modification request for a two-year term extension from Waste Management of Santa Ana on Contract #01007. This provided additional time to obtain further details on the technical difficulties and the revised schedule being proposed. Contract Administrator Report The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1995-96 through the present.
