This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2003.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last month's forecast are summarized.

Rule 461

Gasoline Transfer and Dispensing

The proposed amendment to Rule 461 is being set for public hearing in January to adjust the time authorized to report the results of the performance or re-verification testing to the AQMD after testing is successfully completed.

Rule 1145

Plastic, Rubber, and Glass Coatings (CTS-10)

Proposed amendment to Rule 1145, as part of Control Measure CTS-10 in the 2003 AQMP, is being moved from December to March 2004 to allow additional time for further staff analysis.

Oil Field Production Wells (FUG-05, Phase II)

Filing Requirements for Specific Emission Sources Not Requiring a Written Permit Pursuant to Regulation II

Proposed Rule 1148.1 and Rule 222 are being moved from December to January 2004 to allow additional time for staff to evaluate public input.

Rule 2202

On-Road Motor Vehicle Mitigation Options

The proposed amendment to Rule 2202 is being moved from December to January 2004 to allow staff to analyze additional comments and suggestions received from the regulated communities.

Below is a list of all rulemaking activity scheduled for the year 2003. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).

Reg. IV, XI, XIV and XX Rules

Various rule amendments needed to achieve AQMP emission reduction requirements and other requirements of state and federal law. Also, various Reg. XIV rules will be evaluated for possible command-and-control rules to reduce toxic emissions as part of the Air Toxics Control Plan.
