Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

Below is a summary of key issues addressed at the MSRC’s September 25, 2003 meeting. A committee report on the MSRC’s October 23, 2003 meeting will be included in the December 5, 2003 agenda. The next MSRC meeting is Thursday, November 20, 2003, at 1:30 p.m. in Room CC8.

Approval of Replacement Contract for County of Riverside to Install 40 PM Traps

In the FY 2001-02 Work Program, the MSRC awarded several contracts to different agencies to install retrofit traps on vehicles in an amount up to $8,500 per trap. One of these contracts was awarded to the County of Riverside in the amount of $340,000 to retrofit 40 vehicles with PM traps. Unfortunately, the trap manufacturers have had a hard time meeting demand, and because traps have to be modified for every vehicle type, vendors have had a hard time meeting installation deadlines. Although the County of Riverside requested an extension, the contract lapsed September 1, 2003, because the MSRC did not meet during the month of August. To date no traps have been installed and no payments had been made on the original contract, #PT0204. At its September 25, 2003 meeting, in order to fulfill its original intent as part of the FY 2001-02 Work Program, the MSRC approved a replacement contract to the County of Riverside in the amount of $340,000 for the installation of 40 retrofit traps. The AQMD Board will consider this new/replacement contract at its November 7, 2003 meeting.

Regional Rideshare Agency Alternate Representative Appointed to MSRC

Last month the MSRC unanimously selected RCTC as the regional rideshare agency for purposes of participation on the MSRC. Subsequently, RCTC appointed Robin Lowe, an RCTC commissioner and Hemet Council Member, as the MSRC representative. This month the MSRC welcomed Ms. Lowe’s alternate, Chris Buydos, a Council Member from San Jacinto.

Approval of Miscellaneous Expenditures for FY 2002-03 Third Quarter

As part of the MSRC’s FY 2003-04 Administrative Budget, $37,000 was allocated for miscellaneous expenditures, such as printing and mailing costs, computer upgrades and equipment for MSRC staff, office supplies and advertising. AQMD staff reported that actual FY 2002-03 third quarter expenditures were $7,817.02 for a total of $33,682.41 for the first three quarters of the last FY. The MSRC unanimously received and filed this report. A report on the fourth quarter expenses for FY 2002-03 will be provided to the MSRC in November now that the books have been closed and reconciled.

"Pick-A-Day, Any Day" Rideshare Campaign Launches

The FY 2002-03 Work Program included $800,000 for the development and implementation of a rideshare public awareness campaign, the goals of which include raising awareness of the 1-800-COMMUTE telephone information line, increasing the use of HOV lanes, and increasing awareness and participation in local rideshare incentive programs. The campaign, with its theme of "Pick-A-Day, Any Day," kicked off on September 16, with the Annual Traffic Reporters’ luncheon, which was attended by 68 reporters around the Southland. Commercials have begun airing on radio stations, newspaper ads have begun appearing in various papers in the four-county region, and bus kings (street side ads) and queens (curb side ads) have been installed on MTA, OCTA and Omnitrans buses. The ride match website maintained by RCTC as the regional rideshare agency, www.ridematch.info, has experienced hundreds of thousands of hits since the campaign launched, with visitors staying approximately 11 minutes. The Channel 7 Traffic Report also gave a plug for the campaign. Call centers are being coordinated to track the number of individuals calling in for ride guides and rideshare information, and a pre- and post-survey evaluations will be conducted and the results shared with the MSRC and AQMD.

Final Reports Received and Approved

The MSRC unanimously received and approved four final reports, as follows:

1)   Albertson’s, Inc. Contract #99019, which provided $560,000 towards the purchase of 25 heavy-duty LNG trucks;
2)   Riverside Transit Agency Contract #01015, which provided $2,057,466 towards the purchase of 57 CNG transit buses;
3)   Ralph’s Grocery Co. Contract #01017, which provided $93,855 towards the purchase of three LGP trucks; and
4)   City of Ontario Contract #01027, which provided $274,434 towards the purchase of eight CNG refuse trucks.

All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's Web site at http://www.msrc-cleanair.org.

Contract Modification Request

The MSRC approved the following three contract modifications, as follows:

1)   A six-month contractual term extension through March 30, 2004, for City of Santa Ana Contract #S0102, which provides $131,765 towards the purchase of four CNG street sweepers and construction of a CNG station;
2)   A one-year contractual term extension through September 30, 2004, vehicle substitutions as well as the reduction of two out of 16 vehicles, and a $40,000 reduction in the contract value, for City of Burbank Contract #L0201, which now provides $406,750 towards the purchase of 14 heavy-duty vehicles and construction of a CNG fueling station; and
3)   Elimination of a heavy-duty CNG vehicle, reduction of local match from $160,000 to $120,000, and modifications to CNG station location for City of Banning Contract #S0113, which now only provides $120,000 for the construction of a CNG station.

The MSRC also considered a request from CR&R, Inc., a waste hauler which was awarded $315,000 towards the purchase of ten LNG trucks, construction of an LNG fueling station, modification of its maintenance facility and mechanic training. CR&R requested a change in location for its LNG station to its San Juan Capistrano facility and different refuse truck specifications. The MSRC directed the contractor to provide further details on its request and return in 30 days with more specificity. The MSRC will consider this request again at its October 23, 2003 meeting.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1998-99 through the present. This Contract Administrator Report is attached for your information.
