Issue Program Announcement for Projects to Mitigate NOx and PM Emissions for AQMD’s State Emissions Mitigation Program

SYNOPSIS:

AQMD has received funding under the State Emissions Mitigation Program to mitigate emissions from peaker power generation units. Due to technical difficulties some of the projects previously funded did not come to fruition. Staff proposes to issue a Program Announcement to solicit projects to mitigate NOx and PM emissions lost from the incomplete projects. Approximately $2 million is available for these projects.

Background

In 2001, a statewide NOx and PM Reduction Program was created to mitigate excess emissions from peaker power generation units that were needed to alleviate the power crisis in California. In response to this program, the Board at its July 20, 2001 meeting approved the establishment of the State Emission Mitigation Fund. The AQMD received a total of $28,922,925 under this program in Calendar Years 2001 and 2002. Some of the funds have not been used because some projects could not be implemented and other projects were completed using less than the full amount of their allocated contract funding. As a result, approximately $2 million of funding is available to fund new projects under this program.

Proposal

The purpose of this Program Announcement is to publicize a funding opportunity for implementation of the NOx and PM Emission Reduction Credit Program in the South Coast Basin. This program is designed to provide incentives to reduce emissions of toxic diesel particulate matter, nitrogen oxides, and other smog forming pollutants as expeditiously as possible from various projects implemented in the South Coast Basin. The projects selected as a result of the Program Announcement process need to be expeditiously implemented to meet CARB’s completion deadline of June 30, 2004.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the Program Announcement & Application and inviting applications will be published in the following publications:

Additionally, potential applicants will be notified utilizing the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notice of the Program Announcement & Application will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Project Assessment Criteria

Projects will be assessed based on cost effectiveness of NOx and/or PM10 emission reduction and project completion and implementation schedule. On- and off-road projects similar to the Carl Moyer Program are eligible for funding under this program. Projects recommended for selection will be presented to CARB for their consent prior to final approval by the Board.

Resource Impacts

The funding is provided from the State NOx and PM Mitigation Program’s remaining funds and returned funds from completed contracts and suspended projects.
