Barry R. Wallerstein, D.Env. Background At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact. Outreach In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:
Additionally, potential bidders will be notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; and AQMDs own electronic listing of certified minority vendors. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon, or http://www.aqmd.gov/busjob/ ] and AQMDs bidders 24-hour telephone message line (909) 396-2724. Proposal Evaluation Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise. Issue RFQ to Purchase Compressed Pure Gases and | Hogo/3184 |
|
AQMD expects to spend approximately $60,000 to purchase compressed pure gases and cryogenic liquids in each of the next two calendar years. These gases are used in a wide variety of analytical and monitoring needs. The laboratory uses compressed pure gases as carrier gases and purging agents, and cryogenic liquids are used to concentrate samples for gas chromatographic analysis for PAMS, childrens air quality agenda, Environmental Justice, compliance, and other network samples. Issue an RFQ to purchase compressed pure gases and cryogenic liquids in calendar year 2004 with an optional extension to cover calendar year 2005. | ||

AQMD contracts with Aon Risk Services of Southern California for insurance brokerage services. This contract expires on March 31, 2004. This action is to issue an RFP to solicit proposals from licensed insurance brokerage firms interested in providing these services to AQMD for the next three-year period, commencing April 1, 2004. |
