FY 2002-03 Contract Activity

SYNOPSIS:

The attached report lists the number of contracts let during FY 2002-03, the respective dollar amounts, award type, and the authorized contract signatory for the AQMD. This report includes the data provided in the March 2003 report covering contract activity for the first six months of FY 2002-03.

Background

Since FY 1995-96, staff has provided semi-annual reports to the Governing Board on contract activity. This report identifies four categories of contract awards: 1) New Awards – new contracts for professional services and research projects; 2) Other – air monitoring station leases, Board Assistant agreements, revenue contracts from other agencies, or miscellaneous lease agreements that generate revenue, e.g., lease of AQMD space; 3) Sponsorships – contracts funding public events and technical conferences which provide air quality benefits; 4) Amendments – modifications to existing contracts usually reflecting changes in the project scope and/or schedule. The report further specifies under New Awards, which contracts were awarded competitively and which were awarded on a sole-source basis. Within each of the four categories, the level of approval (Board or Executive Officer) is indicated.

Summary

Of the 628 contracts and amendments issued during this period New Awards accounted for 378, Other accounted for 43, Sponsorships accounted for 28, and Amendments accounted for 179. The total value for new awards was $67,834,593. Of this amount $59,900,475 or 88% was awarded through the competitive process. The total value of all contracts and amendments for this period was $72,411,590 with 403 contracts and amendments totaling $70,580,352 approved by the Board and 225 contracts and amendments totaling $1,831,238 approved by the Executive Officer. Of this latter amount $379,822 representing 23 contracts/amendments was for Board Member Assistant contracts as approved by the Board’s Administrative Committee; $370,814 representing nine contracts were competitively bid; $453,806 representing 30 contracts were sole sourced in the areas of AQMP development and modeling review ($130,000), rule development ($54,366), public health studies ($25,000), health effects ($58,840), advanced technology ($75,000), litigation services ($55,000) and miscellaneous ($55,600); $14,864 representing three contracts were for air monitoring leases; $242,500 representing 28 contracts were for sponsorships in advanced technologies and community and business outreach; and $369,432 representing 124 contracts were for contract modifications for extensions of time or additional budgeted services from previously approved vendors. Contract terminations during this period de-obligated a total of $2,195,636.
