PROPOSAL:

Modify Resolution for Eligibility with State of California to Receive Property under Federal Surplus Personal Property Program

SYNOPSIS:

The State of California periodically surpluses equipment that is of value to the AQMD such as ambient monitoring equipment. In order for the AQMD to receive this equipment, the State requires that the AQMD apply for and receive "donee" status through the Federal Surplus Personal Property Program. The Board approved the State resolution for such an application in August 2003. However, the Procurement Manager, who was the only authorized AQMD representative to acquire federal surplus property, retired. Approval of the modification to the Resolution will allow the AQMD to receive state surplus items.

RECOMMENDED ACTION:

Approve the attached modified Resolution allowing the AQMD to be authorized to acquire surplus property from the California Agency for Surplus Property as shown in Attachment 1.

Background

The State of California periodically has surplus equipment that is of value to the AQMD. Currently, the State has available PM2.5 samplers that are the identical make and model as those used by the AQMD. In order for the AQMD to receive this equipment, the State requires that the AQMD apply for and receive "donee" status through the Federal Surplus Personal Property Program. Last month, the Board approved the Resolution to allow the AQMD to receive surplus property items directly from the federal government. However, the only authorized person to acquire surplus property equipment has retired from the AQMD. Therefore, a modification to the authorized signatures is needed. There will be more than one person authorized to acquire surplus equipment to avoid this situation recurring.

Proposal

Staff is requesting the Board’s approval to modify the Resolution which will change the authorized AQMD representatives to acquire useable, surplus equipment from the State of California or the federal governments.

Resource Impacts

The ability to receive useable equipment or equipment that is able to be used for parts for existing AQMD equipment represents a savings to the AQMD. The exact amount of savings will be dependent on the type and number of items available, requested and received.
