This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2003.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last month's forecast are summarized.

Attached to this forecast report (Attachment E) is a follow-up study for Rule 109 permit streamlining changes from daily to monthly VOC limits as applied to various Reg. XI rules.

Rule 1105.1

Reduction of PM10 and Ammonia Emissions from Fluid Catalytic Cracking Units

Proposed Rule 1105.1 is being moved from September to October to allow additional time for source testing and the review of and response to additional information submitted by industry.

On-Road Motor Vehicle Mitigation Options

The proposed amendment to Rule 2202 is being moved from October to November due to the need for additional staff analysis.

Rule 1127

Emission Reductions from Livestock Waste

Proposed Rule 1127 is being rescheduled from November to December to provide additional time to investigate anaerobic digester technologies and collect additional data for staff analysis.

Rule 1145

Plastic, Rubber, and Glass Coatings

Proposed amended Rule 1145 is being moved from November to December to allow further evaluation by staff.

Oil Field Production Wells (FUG-05, Phase III)

Filing Requirements for Specific Emission Sources Not Requiring a Written Permit Pursuant to Regulation II

Proposed Rule 1148.1 is being moved from October to December to allow the Environmental Assessment to address the emission impacts of the control equipment required by the proposed rule.

Proposed amended Rule 222 is being added & moved to December to add a registration requirement for well cellars, wellheads and well pumps to be regulated by Proposed Rule 1148.1.

Rule 1132

Further Control of VOC Emissions from High Emitting Spray Booth Facilities

Proposed amended Rule 1132 is being moved from November to February of 2004 to address the issues of the alternative compliance demonstration for polyester resin operations and other coating operations.

Rule 1162

Polyester Resin Operations

Proposed amended Rule 1162 is being added to February of 2004. The proposed amendment will correct the definition of non-atomizing spray application; techniques for gelcoats.

Rule 1470

Control of Emissions from Diesel-Fueled Internal Combustion Engines

Proposed Rule 1470, a proposal to reduce emissions from new and existing diesel-fueled internal combustion engines, is being added to March of 2004. This rule will implement the state Air Toxics Control Measure and may also include additional requirements to reduce toxic emissions.

Proposed Rule 1198 is being rescheduled from November to the first quarter of 2004 to allow more time for staff analysis and data collection.

Rule 1437

Furniture Stripping Operations

Proposed Rule 1437 is being moved from November to an undetermined date to allow more time for technical analysis.

Rule 1635

Credit Generation for Construction Equipment

Proposed Rule 1635 is being moved from October to an undetermined date to allow more time for technical analysis.

The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C).
