PROPOSAL:

Approve Compensation Package for Designated Deputy

SYNOPSIS:

The Executive Officer proposes to hire Peter M. Greenwald as a Designated Deputy to serve as senior policy advisor to the Executive Officer. This action is to approve the compensation package for Mr. Greenwald.

Approve the compensation package for Peter M. Greenwald for the position of Designated Deputy/Senior Policy Advisor.

Background

The District takes a leadership role in the development and implementation of air quality policy within California, across the United States, and beyond. Furthermore, the South Coast Air Quality Management District is often the proving ground for innovative policy and new clean air technologies.

The Executive Officer proposes adding a senior policy advisor to his executive management team principally to assist in matters related to California Air Resources Board and U.S. EPA policy/SIP commitments. In addition, the senior policy advisor will provide recommendations regarding legislative matters, AQMD budget stabilization, and other selected project areas.

The District’s senior executive management personnel hold at-will positions defined as Designated Deputy. This Designated Deputy position will report directly to the Executive Officer and will not be part of the agency’s legal staff.

Proposal

Peter M. Greenwald served with distinction at the South Coast Air Quality Management District for over 20 years, including as General Counsel, until his departure in 2000. During his tenure, Mr. Greenwald demonstrated an outstanding ability to provide the Executive Officer, and the Board, with astute policy advice.

The Executive Officer proposes to appoint Peter M. Greenwald as a Designated Deputy/Senior Policy Advisor reporting to the Executive Officer at an initial annual compensation of $121,000. The terms and conditions of employment for an at-will Designated Deputy position have previously been approved by the Governing Board and are enumerated in Chapter III of the District’s Salary Resolution.

Fiscal Impacts

A Designated Deputy vacancy currently exists and is provided for in the current budget.

RESOLUTION NO. 03-

                        A Resolution of the South Coast Air Quality Management District Board amending AQMD’s Salary Resolution to adopt an initial salary level of $121,000 for Designated Deputy / Senior Policy Advisor.

                        WHEREAS, the Governing Board of the South Coast Air Quality Management District exercises its duty to establish compensation.

                        THEREFORE, BE IT RESOLVED that the Board of the South Coast Air Quality Management District, State of California, in regular session assembled on September 5, 2003, does hereby amend AQMD’s Salary Resolution to establish an initial compensation of $121,000 for Designated Deputy / Senior Policy Advisor.
