Barry R. Wallerstein, D.Env. Background The AQMDs Procurement Policy and Procedure, adopted January 9, 1998, and amended February 16, 2001, provides that additional points may be awarded to bidders as follows:
At the AQMD Governing Boards Retreat, Supervisor Antonovich suggested that additional points be given to bidders who commit to deliver supplies or materials to AQMD in clean-fueled or diesel-fueled delivery vehicles with particulate traps. Proposal It is recommended that the AQMDs Procurement Policy and Procedure, Sections III and VIII, be amended to reflect the award of five (5) additional points for an RFP to a bidder who demonstrates to the satisfaction of the Executive Officer, or designee, that supplies or materials delivered to AQMD are delivered in vehicles that operate on either clean-fuels or if powered by diesel fuel, that the vehicles have particulate traps installed. Similarly, for an RFQ, a low Emission Vehicle Business will be granted a preference equal to five percent of the lowest cost responsive bid.
