PROPOSAL:

Revise Procurement Policy and Procedure

SYNOPSIS:

This action is to revise the AQMD’s Procurement Policy and Procedure to award additional points to bidders who use clean-fueled or diesel-fueled vehicles with particulate traps to deliver supplies or materials to AQMD.

Background

The AQMD’s Procurement Policy and Procedure, adopted January 9, 1998, and amended February 16, 2001, provides that additional points may be awarded to bidders as follows:

Small Business or Small Business Joint Venture  10
DVBE or DVBE Joint Venture  10
Use of DVBE or Small Business Subcontractors  7

At the AQMD Governing Board’s Retreat, Supervisor Antonovich suggested that additional points be given to bidders who commit to deliver supplies or materials to AQMD in clean-fueled or diesel-fueled delivery vehicles with particulate traps.

Proposal

It is recommended that the AQMD’s Procurement Policy and Procedure, Sections III and VIII, be amended to reflect the award of five (5) additional points for an RFP to a bidder who demonstrates to the satisfaction of the Executive Officer, or designee, that supplies or materials delivered to AQMD are delivered in vehicles that operate on either clean-fuels or if powered by diesel fuel, that the vehicles have particulate traps installed. Similarly, for an RFQ, a low Emission Vehicle Business will be granted a preference equal to five percent of the lowest cost responsive bid. Such commitment would also be contained in the AQMD purchase order or contract.
