This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2004.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Fees

Regulation III is being rescheduled from May to June to be considered for adoption concurrently with the AQMD FY 2004-05 Budget.

Emission Reductions from Livestock Waste (WST-01 & SB-700)

Rule 1127 is being moved from May to June to allow more time for industry comments and input on rule proposal, and consideration of additional technical data.

Plastic, Rubber, and Glass Coatings (CTS-10)

Rule 1145 is being rescheduled from July to September to allow more time for additional staff analysis.

Rule 1175 is being moved from September to December to allow more time for further evaluation.

Alternative-Fuel Sweepers

Amendments to Rules 1196 and 1186.1 are being scheduled for June to address the sunset date regarding the five-mile refueling infrastructure limitation.

Below is a list of all rulemaking activity scheduled for the year 2004. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).

Reg.I, II, IV, IX, X, XI, XIV, XX and XXV Rules

Various rule amendments needed to achieve AQMP emission reduction requirements and other requirements of state and federal law. Also, other administrative changes and various Reg. XIV rules will be evaluated for possible command-and-control rules to reduce toxic emissions as part of the Air Toxics Control Plan.
