SYNOPSIS:

The Mobile Source Committee met Friday, March 26, 2004. Following is a summary of that meeting.

Attendance

The meeting started at 9:02 a.m. Present: Committee Chair Jane Carney, Vice Chair Roy Wilson (via videoconference), and Committee Members Jan Perry (via videoconference), William Craycraft, Jim Silva and Ron Loveridge.

INFORMATION ITEMS:
 
1)   Addendum to March 2000 Air Toxic Control Plan for the Next Ten Years
Jill Whynot, Planning & Rules Manager, gave the staff presentation on the Addendum to the Air Toxics Control Plan (ATCP).

The first ATCP was approved in March 2000. The Addendum represents a progress report, and describes significant progress in many areas, updates the emissions inventory and projections, and discusses additional reductions anticipated from the 2003 AQMP and Cumulative Impacts Reduction Strategies. There will be a more comprehensive update to the ATCP after data from the MATES III sampling is completed.

Mobile Sources continue to be the most significant contributors to air toxic levels. At town hall and other meetings, neighborhood impacts are often a concern.

The Addendum projects more emission reductions then the original ATCP, if full implementation of the 2003 AQMP is realized. CARB and U.S. EPA have jurisdiction over sources that are contributing major portions of the inventory.

Three public consultation meetings were held. Key comments from several environmental and community groups are that there remain many unknowns regarding air toxic health effects, and monitoring and inventories need to be continually improved.

Ms. Perry inquired where public workshops had been held and if outreach had been conducted in local communities. Ms. Whynot responded that the three public workshops held in February and March had been conducted at District Headquarters and that there have been, and continue to be, local town hall meetings where issues are addressed. Ms. Perry requested information on meetings held historically in the Vernon, and Huntington Park area.

In conjunction with the need expressed by environmentalists for more information on toxic air contaminants, Mr. Craycraft asked if they have been able to provide any information to the District. Ms. Whynot explained that their comments relate to unknown information about health effects, synergistic effects and information on new chemicals.

Mr. Silva and Mr. Craycraft asked about the relative contribution of sources in the off-road category. They suggested that a chart be sent to each of the Board members before the public hearing. Staff will also include a slide in the staff presentation at the Board Meeting. Ms. Carney asked for clarification that there are no new measures beyond the 2003 AQMP and Cumulative Impacts Reduction Strategy in the Addendum, which is correct. There were no public comments.
 

2)   Results of SELEV Testing and Air Quality Implications
Ms. Nicole Davis, UCR CE-CERT, gave a presentation on the results of a recent study on extremely low emissions vehicles (SELEV). The project involved the development of a vehicle testing center with the ability to measure and assess the effect of extremely low emission vehicles (ELEV) technology on air quality. ELEVs are defined as any vehicle that meet super ultra-low emissions (SULEV) or partial zero emissions vehicle (PZEV) exhaust emissions standards. Ms. Davis presented results from the in-use testing of several PZEVs and model simulations of the impacts of accelerated penetration of ELEVs. The model simulations indicate that if a significant number of ELEVs enter the fleet, there would be a significant amount of VOC and NOx emission reductions. The Committee members discussed the implications of accelerated vehicle turnover and what the AQMD can do to promote ELEVs. The Committee also commented on the AQMD Clean Air Choice Program which identifies cleaner commercially available vehicles that consumers may choose. The staff will provide a briefing on this program at a later date. The Committee members also requested a briefing at the next meeting on the implementation status of AQMD's fleet rules.
 
3)   Enhanced Emission Testing of In-Use Emissions Testing of Heavy-Duty Diesel Engines
Dr. Wayne Miller, UCR CE-CERT, gave a presentation on enhanced testing of heavy-duty diesel engines at UCR CE-CERT. UCR CE-CERT has been studying in-use emissions of on-road heavy-duty diesel engines and stationary diesel-powered engines. Dr. Miller presented results from a recent study on several on-road heavy-duty engines. The measurement equipment to conduct the emissions testing is outfitted in the trailer compartment and the compartment can be attached to a truck tractor. The exhaust emissions from the truck are diverted into the test tunnel where measurements are taken. Dr. Miller indicated for the study, an enhanced emissions testing cycle was developed to examine emissions during idling, low speeds (creeping), transient, and cruise modes. Dr. Miller indicated that elemental carbon and organic carbon emissions vary as a function of mode and by different engine makers. Dr. Miller indicated that such studies will provide a greater understanding of emissions profiles and lead to more effective control approaches for on-road engines.
