PROPOSAL:

Establish Lists of Prequalified Vendors to Provide Mailing Services and Automotive Mechanical Repair and Service

SYNOPSIS:

On August 6, 2004, the Board approved release of RFQs for mailing services and for automotive mechanical repair and service. This action is to establish lists of prequalified vendors that will be used for the next three years to purchase these services and supplies.

RECOMMENDED ACTION:

Approve the lists, shown in Attachment A, of prequalified vendors for mailing services and for automotive mechanical repair and service, to be used for a three-year period beginning January 1, 2005.

Background

On August 6, 2004, AQMD released RFQs #Q2005-01 - automotive mechanical repair and service and #Q2005-02 - mailing services to establish lists of prequalified vendors from which these services and supplies will be purchased over a three-year period. Current approximate annual expenditures are $195,000 for automotive mechanical repair and service and $72,000 for mailing services. These services and supplies are purchased routinely to support operational needs.

Additionally, potential bidders were notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; and AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ was mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMD’s Web site http://www.aqmd.gov. Information was also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Bid Evaluation

Bidding closed September 14, 2004, at 2:00 p.m.

RFQ #Q2005-01 – automotive mechanical and repair service
One hundred twenty-one RFQs were mailed out and six responsive bids were received by bid closing. All met requirements for placement on the list of prequalified vendors as defined in the RFQ. None of the bidders indicated qualification for preference under AQMD’s small business, low emission vehicle, DVB, or DVB/small business joint venture criteria.

The review panel for RFQ #Q2005-01 consisted of three AQMD staff, including one Fleet Worker II, one temporary fleet worker, and a Fleet Services Supervisor. Of these, two are Hispanic and one is Vietnamese; all are male.

RFQ #Q2005-02 – mailing services
One hundred seventy-seven RFQs were mailed out and seven bids were received by bid closing. All met requirements for placement on the list of prequalified vendors as defined in the RFQ. Five of the bidders indicated they met AQMD’s small business definition, which, in accordance with AQMD policy, qualifies them for preference when specific job bids are submitted, as noted in the RFQ.

The review panel for RFQ #Q2005-02 consisted of three AQMD staff, including one Mail Subscription Supervisor, one Senior Public Information Specialist, and one Principal Office Assistant. Of these, one is African-American, one is Caucasian, and one is Hispanic; one is female and two are male.

Resource Impacts

Sufficient funds have been appropriated in the FY 2004-05 Budget. Funds for subsequent years will be budgeted appropriately.
