PROPOSAL:

Recognize and Appropriate Funds for Special Particulate Air Monitoring Program

SYNPOSIS:

As part of a special national monitoring program, the U.S. EPA requested assistance from the AQMD to collect samples at various AQMD monitoring stations. This special particulate monitoring program is fully funded through the U.S. EPA, with a total allocation of $580,175. This action is to recognize the funds for the monitoring program upon receipt and appropriate $580,175 to the FY 2004-05 Budget.

RECOMMENDED ACTION:

  1. Recognize $580,175 revenue from U.S. EPA for the Special Particulate Air Monitoring program.
     
  2. Appropriate $580,175 from the Undesignated Fund Balance to the Science and Technology Advancement FY 2004-05 Budget as set forth in Attachment 1.

Background

In January 2003, the U.S. EPA requested assistance from the AQMD to collect samples at various AQMD monitoring stations as part of a special national program. Actual sample collection began in early February 2003. U.S. EPA has provided training, samplers, consumables, and funding sufficient to cover all cost incurred by the AQMD. U.S. EPA has requested continued assistance from the AQMD for Federal Fiscal Year (FFY) 2005 for this program. The U.S. EPA funds are sufficient for the AQMD to meet its obligations under the monitoring program for FFY 2005.

Proposal

Staff has been in discussions with U.S. EPA staff and has reached concurrence with U.S. EPA on the specific levels of funding for the continuance of a special particulate program. Since 2003, the AQMD has provided assistance to U.S. EPA to collect particulate samples at various AQMD air monitoring stations. This effort requires staff to work overtime. As such, staff is proposing that the U.S. EPA funds be allocated primarily to cover staff salaries and overtime. For FFY 2005, $580,175 has been provided to cover all program costs. A summary of the funding allocation is provided in Attachment 1.

Resource Impacts

U.S. EPA funding will fully support the special particulate monitoring program for the period including training, consumables, salaries and employee benefits, communications, and mileage.
