Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

Below is a summary of key issues addressed at the MSRC’s November 18, 2004 meeting. Since the MSRC canceled its December meetings, the MSRC’s next meeting is Thursday, January 27, 2005, at 1:30 p.m. in Room CC8.

Minutes from the October 28, 2004 meeting were unanimously approved. They are attached for your information (Attachment 1).

Appointments of MSRC Chair and Vice-Chair

The MSRC’s Operational Policies & Procedures call for elections of the MSRC chair and vice-chair every May. However, the MTA representative, Bea LaPisto-Kirtley, recently resigned from the MSRC. Since she was the current MSRC chair, elections were conducted at the November 18, 2004 meeting. The MSRC unanimously elected Chino Hills Council Member Gwenn Norton-Perry, who represents SANBAG, as its new chair; and City of Temecula Council Member Ron Roberts, who represents SCAG, as its new vice-chair. Ms. Norton-Perry was the MSRC’s vice-chair for the last year. The MTA appointed a new representative to the MSRC, Todd Campbell, Council Member/City of Burbank, who had previously been on the MSRC’s Technical Advisory Council (MSRC-TAC) as its Air Pollution Expert.

Cancellation of December 2004 Meetings

The MSRC unanimously agreed to cancel its December 2004 meetings because of the holidays and lack of time-sensitive agenda items. The MSRC-TAC’s next meeting is January 13, 2005, at 1:30 p.m., tentatively in Room CC2, and the MSRC’s next meeting is January 27, 2005, at 1:30 p.m. in Room CC8. In January, the MSRC will adopt a 2005 meeting schedule, which will be provided in the next committee report.

FY 2004-05 Work Program Contract Awards

On August 6, 2004, the AQMD Board approved the MSRC’s $15.3 million FY 2004-05 AB 2766 Discretionary Fund Work Program in Concept, including the release of six solicitations. Two solicitations were Program Announcements that had application acceptance periods from September 24 through October 26, 2004, and four were RFPs that closed 5:00 p.m. September 21, 2004. The MSRC unanimously approved, in a 6-0 vote, the following contract awards under five of the solicitations:

  • RFP #P2005-09 -- On-Road Heavy-Duty Alternative Fuel Vehicle Program:
    Of 4 proposals received totaling $798,214, the MSRC awarded four contracts totaling $465,982;
     
  • RFP #P2005-06 -- Off-Road Heavy-Duty Diesel Pollution Reduction Program: Of 13 proposals received totaling $10,354,030, the MSRC awarded four contracts totaling $2.75 million and established a backup list totaling $5,789,549;
     
  • RFP #P2005-08 -- Alternative Fuel & Advanced Technology Transit Bus Program: Of 3 proposals received totaling $1,350,000, the MSRC awarded three contracts totaling $740,000;
     
  • RFP #P2005-07 -- Upgrade/Expansion of Existing CNG & LNG Stations: Of 9 proposals received totaling $722,737, the MSRC awarded nine contracts totaling $722,737; and
     
  • PA #2005-03 -- Local Government Match Program: Of 25 proposals received totaling $2,735,885, the MSRC awarded 25 contracts totaling $2,655,885.

The AQMD Board will consider these contract awards at its December 3, 2004 meeting. Recommendations for the sixth solicitation--PA #2005-02: Diesel Exhaust After-Treatment Retrofit Program—will be considered by the MSRC in January 2005.

"Pick-A-Day, Any Day" Public Awareness Campaign

The Conceptual FY 2004-05 Work Program included approval of a $1 million sole-source contract to Johnson|Ukropina, the agency which developed and implemented the "Pick-A-Day, Any Day" public awareness rideshare campaign last year. The intent was to implement a follow-on Pick-a-Day Media Campaign using existing creative material, which included 60-second length radio spots. Developments in the radio market now require changes in the creative materials to correspond to a new standard for many major stations, which is a 30-second advertising spots. Ultimately, this will yield more radio spots, though less airtime. Johnson|Ukropina estimates the cost of these changes to be $10,600. On November 18, 2004, the MSRC unanimously approved reallocating $10,600 from radio buys to fund these necessary editing/creation costs. The AQMD Board will consider this modification at its December 3, 2004 meeting.

RFP for Website Development, Hosting and Maintenance

The MSRC launched its website five years ago to disseminate information about its mission and funding programs as well as act as an outreach tool. Because the current contract for hosting and maintenance expires March 31, 2005, the MSRC directed its Administrative Subcommittee to develop an RFP for website development, maintenance and hosting. The intent is to find a new website designer to develop a fresh, updated look and handle maintenance and hosting. Bidders should also propose how they would set up a mechanism to accept proposals online. On November 18, 2004, the MSRC unanimously approved issuance of this RFP (Attachment 2) in the amount of $75,000 as part of the FY 2004-05 Work Program. A Bidders’ conference is scheduled for December 17, 2004, at 10 a.m. at AQMD Headquarters in Room CC6. Proposals are due no later than 5:00 p.m. January 18, 2005. A contract award will be considered by the MSRC and AQMD in the spring. The AQMD Board will consider this RFP at its December 3, 2004 meeting.

Additional Dollars for CNG School Bus Vendor

On October 1, 2004, the AQMD Board approved $1 million as part of the MSRC’s FY 2004-05 Work Program to provide incentives for CNG school buses. These incentives are to be provided through three sole-source contracts to A-Z Bus Sales, California Bus Sales (CBS) and BusWest. Each vendor was awarded an initial contract in the amount of $240,000, while the MSRC retained the remaining program funds totaling $280,000 to augment the qualified vendor contracts based on sales performance, subject to review and approval of the MSRC. Incentives are tiered based on the type of qualifying buses. CBS received letters of intent from Moreno Valley and Newport-Mesa Unified School Districts to purchase seven full-size CNG school buses. Fulfilling these orders would exceed their $240,000 contract award by $180,000. Consequently, they requested an augmentation of $180,000 to their contract award to provide the entire $60,000 incentive per full-size CNG bus. The MSRC unanimously approved these additional funds for CBS, bringing their contract award up to $420,000. All incentive dollars are passed through to the school district. This item will not be presented to the AQMD Board for approval since the MSRC was previously granted the authority to augment the FY 2004-05 CNG school bus vendor contracts by up to $280,000.

Received and Approved Final Reports

The MSRC unanimously received and approved two final reports, as follows:

1)   Waste Management of Corona, Contract #AB00013, which provided $994,392 towards the purchase of 28 LNG refuse haulers; and
 
2)   Ebensteiner Company, Contract #AB02021, which provided $238,596 to repower four off-road vehicles.

All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's website at http://www.msrc-cleanair.org.

Contract Modification Requests

The MSRC considered two no-cost time extensions and took unanimous action, as follows:

  1. For Clean Energy Contract #MS03060, which provides $250,000 to construct a CNG fueling station at Palm Springs International Airport, approval of a one-year contractual term extension; and
     
  2. For Taormina Industries Contract #AB02023, which provides $154,385 towards the purchase of 10 LNG refuse trucks and construction of a L/CNG refueling station, approval of a six-month contractual term extension.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1999-00 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
