This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2004.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Rules to be Rescheduled/Removed and Added
 

219	Equipment Not Requiring a Written Permit Pursuant to Regulation II
Rule 219 is being rescheduled from May to an unspecified date. The Rule 219 amendments are contingent upon a risk assessment methodology being developed by Office of Health Hazard Assessment (OEHHA). The date of its anticipated completion is unknown at this time.
1127	Emission Reductions from Livestock Waste (WST-01 & SB-700)
Proposed Rule 1127 is being moved from March to May to allow staff more time to assess AB700 requirements and new composting technology.

Proposed amendments to Rules 1186, 403, and 403.1 are being moved from March to April in order to allow for additional staff analysis and public input.
1470	Diesel Emissions from Back-up Generators
Proposed Rule 1470 is being moved from March to April to allow more time for technical analysis and to work with stakeholders.
Reg. IX Reg. X	Standards of Performance for New Stationary Sources (NSPS) National Emission Standards for Hazardous Air Pollutants (NESHAPS)
Regulations IX and X are being added to the rule calendar for August. Administrative changes will be proposed to update actions by U.S.EPA in the last year.

Below is a list of all rulemaking activity scheduled for the year 2003. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).

SB-700 ( Misc. Rules)	Rule Amendments will be required to meet the requirements of SB-700 Air Quality (Florez). Once an analysis has been conducted, specific rules will be identified.
Reg.I, II, IV, IX, X, XI, XIV, XX and XXV Rules	Various rule amendments needed to achieve AQMP emission reduction requirements and other requirements of state and federal law. Also, other administrative changes and various Reg. XIV rules will be evaluated for possible command-and-control rules to reduce toxic emissions as part of the Air Toxics Control Plan.

Note:

AQMD may add control measures necessary to satisfy federal requirements, to abate a substantial endangerment to public health or welfare, state regulatory requirements or SIP commitment.
