SYNOPSIS:

The Mobile Source Committee met Friday, June 25, 2004.
Following is a summary of that meeting.

Attendance

The meeting started at 9:05 a.m. Present: Committee Vice Chair Roy Wilson (via videoconference), Committee Member Jan Perry (via videoconference), and Committee Members William Craycraft and Mayor Ron Loveridge. Absent: Committee Chair Jane Carney and Committee Member Jim Silva.

INFORMATION ITEMS:
 
1)   Status Report on Rule 1194 – Commercial Airport Ground Access
This item will be continued.
 
2)   Status Report on the third Multiple Air Toxics Exposure Study (MATES III)
Staff presented an update of the progress and schedule for the MATES III study. Sampling began in February at the fixed site monitoring stations for all substances other than naphthalene and PAHs (polycyclic aromatic hydrocarbons.) Meteorological data is also being collected for input to the toxics modeling component. Limited sampling for naphthalene and PAH is scheduled to begin by October.

The schedule and site selection for the microscale sites were also presented. Initial sites proposed to the Technical Advisory Group included Commerce/East LA, San Bernardino, Sun Valley, and Coachella Valley. Based on the Technical Advisory Group recommendation of longer sampling periods and fewer sites for the microscale measurements, staff presented a tentative schedule that allows for six microscale sites in the study.

Staff also presented an outline for an additional study of multiple organic tracers in particulate samples being collected as a potential method, in addition to using elemental carbon measurements, for estimating ambient diesel particulate matter. Staff is pursuing the feasibility of this analysis based on recommendations from the Advisory Group.
 

3)   Status Report on Localized Significance Threshold Pilot Study
Susan Nakamura, Planning Manager, provided a status update on the localized significant threshold (LST) pilot program. The LST methodology was approved by the Governing Board on October 3, 2003. The adopting resolution directed staff to implement a 9-month phase-in of the LST methodology with a field study and pilot program that would expand the list of sample projects and mitigation measures. In addition, the resolution directed staff to reconvene with the Working Group and to report back to the Mobile Source Committee in May 2004.

Staff has collected the data needed for the field study, but additional time is needed to evaluate the data and to create additional sample scenarios. Susan explained that expanding the number of sample scenarios will simplify implementation of the LST methodology. In addition, Susan indicated that the April 2004 amendments to Rule 403 are expected to further help projects meet the LST for PM10. The SCAQMD staff will be meeting with the Working Group to discuss the results of the field study in mid-July, and staff anticipates returning back to the Mobile Source Committee in August 2004 with the results of the field study and a list of mitigation measures.
 

4)   Status Report on Santa Clarita Sub-Regional Analysis
Joe Cassmassi, the Senior Meteorologist, presented a status report on the analysis of air quality issues confronting the City of Santa Clarita. The presentations highlighted modeling and trend analysis to explain the local versus regional contributions to smog formation in the valley and the impact of air monitoring station movement. The presentation also discussed the impact of regional growth to PM10 levels from both build-out of proposed development and emissions from the CEMEX mine facility. The presentation then focused on the potential risk due to operation of diesel engines from CEMEX mining and hauling aggregate in the Santa Clarita Valley.

Heather Merenda was present to represent the City of Santa Clarita and wanted to extend appreciation to SCAQMD staff for their hard work in putting together this report on behalf of the City of Santa Clarita. She commented that the City also looks forward to a long working relationship with SCAQMD.

Board Member Craycraft asked the City staff present if the City of Santa Clarita would promote publicly accessible CNG refueling stations for new development so that more automobiles would likely be converted to alternative fuels. Board Member Loveridge commended the staff for the comprehensiveness of the study and requested the meeting minutes recognize Mr. Cassmassi for a job well done.
