Background In late February of this year, AQMD initiated the third Multiple Air Toxics Exposure Study (MATES-III), to follow up on MATES II in evaluating trends in air toxics levels in the South Coast Air Basin in general, and localized toxics impacts from industrial, commercial and mobile sources. This program is being funded primarily through the 12th year U.S. EPA PAMS program and the Clean Fuels Program. On February 6, 2004, the Board transferred $979,150 from the Clean Fuels Fund to the FY 2003-04 Science & Technology Advancement Budget, to support MATES-III through its completion early in CY 2004-05. The unexpended portion of these funds reverted to the Clean Fuels Fund, as appropriate, at the end of FY 2003-04 on June 30, 2004. Of the $979,150 redirected from the Clean Fuels Fund, approximately $233,400 has been used to purchase sampling and analytical equipment and consumables needed to conduct the ambient monitoring and analysis, and set up additional monitoring sites. Sampling equipment for the collection of naphthalene and other polycyclic aromatic hydrocarbons (PAHs), has been purchased and is being installed at three of the MATES-III fixed sites. The AQMD Laboratory does not have the capability to process and analyze the naphthalene and other PAH samples. Therefore, $243,000 of the $979,150 from the Clean Fuels Fund was allocated to contract external laboratory services. Temporary services have been retained to carry out much of the work required for the MATES-III program, and the temporary services will be needed in FY 2004-05 to continue the program. For FY 2003-04, there were sufficient funds budgeted in the AQMD General Fund for MATES-III. However, the $425,000 previously allocated from the Clean Fuels Fund in FY 2003-04 will be needed for FY 2004-05 to complete MATES-III. Proposal To continue funding for the MATES-III monitoring program, and, in particular, for the analysis of naphthalene and other PAHs, staff proposes that $668,000 be transferred from the Clean Fuels Fund to the General Fund and appropriated to the FY 2004-05 Science and Technology Advancement Budget as follows:
The Professional and Special Services budget will be used for the preparation of ultra-clean sampling cartridges and the analysis of sampled cartridges for naphthalene and other PAHs under the MATES-III program. To procure these services, staff has prepared a RFP (Attachment A) and is requesting the Boards approval to issue the RFP for an amount not to exceed $243,000. Temporary agency services will be used to operate the augmented sampling network for the MATES-III program through its completion in 2005. Outreach In accordance with AQMDs Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the following publications:
Additionally, potential bidders will be notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; and AQMDs own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMDs Web site (http://www.aqmd.gov where it can be viewed by making menu selections "Inside AQMD"/"Employment and Business Opportunities"/"Business Opportunities" or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMDs bidders 24-hour telephone message line (909) 396-2724. Fiscal Impacts Staff is requesting that a total of $668,000 from the Clean Fuels Fund be reallocated to cover the cost of the contract analytical services and temporary agency services necessary to complete the MATES-III program. These funds were originally transferred from the General Fund by the Board on February 6, 2004, but reverted to the Clean Fuels Fund on June 30, 2004. This action is to redirect a portion of those funds back to the MATES-III program with no increase in the funding that was requested and approved on February 6, 2004. A large proportion of the air toxics being monitored under MATES III, including naphthalene and other PAHs, are derived from motor vehicles. The data derived from these studies will help AQMD determine the benefit to be derived from clean fuels, thus, this project is properly funded by the Clean Fuels Fund.
