Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

Below is a summary of key issues addressed at the MSRC’s January 22, 2004 meeting. The next MSRC meeting, which will be to brainstorm on categories for the next work program, is Thursday, March 25, 2004, from 1:30 to 5:00 p.m. in Room GB.

Memoriam for Dr. James Ortner

The MSRC paid tribute to one of its long-standing alternate representatives. Dr. James Ortner passed away on December 27 following an automobile accident. Dr. Ortner had been the alternate for Greg Winterbottom, representing the Orange County Transportation Authority. The MSRC adjourned its meeting in honor of Dr. Ortner.

Special Election of MSRC Chair

The MSRC held a special election to fill its chair position, which was vacated in November by William G. Kleindienst. Bradbury Mayor Pro Tem Bea LaPisto-Kirtley, who represents the Los Angeles County Metropolitan Transportation Authority, was unanimously appointed as the new chair to complete the current term through May. Since Ms. LaPisto-Kirtley was the vice-chair, the MSRC also took action to fill the vacancy created by her new appointment. The MSRC unanimously appointed Chino Hills Council Member Gwenn Norton-Perry, who represents the San Bernardino Associated Governments.

FY 2003-04 CNG School Bus Incentive Program

The new MSRC chair asked that the parameters of this recently adopted program be re-considered. However, after discussion, the MSRC realized the issues involving large versus small school district incentives were too complex for any action. The MSRC directed its MSRC-TAC and support staff to review the issues, including what the AQMD is offering to bus providers. The MSRC will consider the issue again more in-depth at its next meeting.

Policies on Proposal Evaluation Practices

The MSRC discussed two practices: 1) double dipping between program years and categories for the same project; and 2) what earliest date should be used for a project’s implementation and eligibility for funding. After discussion, the MSRC directed staff to develop proposed policy language to address both issues. The MSRC will consider the proposed policy language at its next meeting.

Status of MSRC’s Local Government Match Program

At the last MSRC meeting the Committee asked for a status report on the Local Government Match Program. Staff reported that this program was first funded in 1997 then consecutively funded in Fiscal Years 2000-01, 2001-02 and 2002-03. From FYs 2000-01 through 2002-03 the MSRC has awarded funds for 178 medium-duty and 124 heavy-duty alternative fuel vehicles and 30 alternative fuel refueling stations. The FY 2003-04 Program solicitation is still open and includes funding for medium- and heavy-duty vehicles, infrastructure, rideshare parking lot rehabilitation and maintenance, and video-conferencing equipment.

Final Reports Received and Approved

The MSRC unanimously received and approved two final reports, as follows:

1)     Southern California Association of Governments Contract #99033, which provided $231,428 for a SR91 HOT Lane Extension and Intermediate Access Feasibility Study; and
 
2)   ArrowTek Contract #AB01020, which provided $157,320 for a heavy-duty diesel forklift repower project.

All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's Web site at http://www.msrc-cleanair.org.

Contract Modification Requests

The MSRC took action on five contract modification requests, as follows:

1)     Denial of a request from the Riverside Transit Agency for Contract #AB02002, which provides $110,000 for the purchase of portable CNG station and methane detection system, to transfer $100,000 for the purchase of a portable CNG station to construction of a new alternative fuel refueling station. This request was denied because it would be considered double dipping, and relates to the policy the MSRC plans to consider at its next meeting;
 
2)     Termination for failure to progress on contract terms of Wilson Communications Contract #AB01029, which provided $120,000 for a transit-oriented land-use development project.; and
 
3)   Denial of a request from the SunLine Transit Agency for Contract #AB01028, which provides $175,038 for the purchase of six heavy-duty vehicles, to expand the number of street sweepers for purchase under this contract. This request was denied because the respective sweepers were purchased prior to release of the MSRC’s RFP, which relates to the policy the MSRC plans to consider at its next meeting.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1998-99 through the present. This Contract Administrator Report is attached for your information.
