SUMMARY OF AGENDA ITEMS
- This was the first Steering Team meeting chaired by Firoz Rasul, Ballard; with Alan Weverstad, GM, as vice-chair for 2004. The format for this meeting was redesigned to encourage policy and strategy discussion on the first day, with operational business on the second day. AQMD cosponsored the meeting.
- The strategy discussion "Building Blocks for a Hydrogen Infrastructure" explored CaFCP interaction with state and national efforts. John Wallace, consultant, outlined the discussion with presentations by Shannon Baxter, Cal EPA and Pat Davis, US DOE. This was followed by three concurrent small group discussions regarding permitting and codes/standards facilitated by Brad Smith, Shell Hydrogen and Don Eighelberger, Air Products; liability and indemnification facilitated by Jim Uihlein, BP and Aaron Rachlin, Praxair; and supply/demand and accessibility facilitated by Gary Dixon, SCAQMD and Bill Clapper, Sunline.
- The Steering Team approved the revised Operating Protocols to include Steering Team committees for Planning and Membership with changes to add an Audit review committee. The Steering Team Planning committee will determine the peer review process who, in turn, will review "resource documents," including the draft Bus ER (Emergency Response) guide, prior to consideration by the full Steering Team. The Membership committee will request current Associate partners to identify their proposed contributions to the next phase of the CaFCP from 2004-2007. The Membership committee will also discuss adding an academic membership category.
- Major concepts and process for producing the CaFCP Annual Report were approved.
- Working Group teams provided status updates. Working Group teams will be reorganized to emphasize joint effort projects, as needed. Increased Steering Team member involvement will take place instead of industry sector standing teams, according to revised Operating Protocols approved by the Steering team.
- It was reported that seven CaFCP automotive members provided fuel cell passenger vehicles to the EVS20 "Round-Up" caravan from Long Beach City College to the Long Beach Convention Center on November 14th. Air Products provided hydrogen fueling demonstrations during the conference. CaFCP and several members sponsored EVS20, provided speakers, had booths, participated in the Ride-and-Drive, as well as the CaFCP "Meet the Members" workshop.
- Upcoming activities include CaFCP participation in the SAE World Congress March 8-11 in Detroit, and the National Hydrogen Association Annual Conference April 27-30, in Los Angeles.
The next CaFCP Steering Team meeting is scheduled for April 20-21 in Sacramento coordinated with CaFCP involvement in Earth Day activities in the San Francisco Bay area. Additional information about the California Fuel Cell Partnership can be found at
