Barry R. Wallerstein, D.Env. Background Health and Safety Code Section 40501.1(b) requires the AQMD to appoint a Hearing Board Advisory Committee composed of one representative appointed by each of the Counties of Los Angeles, Orange, Riverside, and San Bernardino, and the City of Los Angeles. A highly qualified and distinguished group of individuals served on the Advisory Committee for this recruitment. They are:
The current Medical Member, Joseph D.Auerbach, requested reappointment, as did the current Public Members, Marti L. Klein and Barry Read, and Dr. Reads alternate,
Based on the attached criteria developed by the Committee, the Committee members and selected AQMD staff (the Chief Financial Officer, the Public Advisor, and the Senior Policy Advisor) evaluated the resumes submitted, ranked and grouped the individuals according to their scores. Based on the ranking, the Committee then narrowed the candidates to the following short list of candidates who were invited for interviews.
Only two resumes were submitted for the Medical Member/Alternate positions; therefore, the committee waived the interviews for the two candidates. Proposal Appoint Joseph D.Auerbach, M.D. as Medical Member, Jack Carsel, M.D. as Alternate Medical Member, Marti L. Klein and Barry Read, Ph.D as Public Members, and Tom Eichhorn and Alan K. Stazer as Alternate Public Members, each for a term commencing July 1, 2004 and ending June 30, 2007. A summary of the qualifications of each candidate is set forth below. Medical Member Joseph D. Auerbach, M.D. Dr. Auerbach has been a member of the Hearing Board for twelve years. He has over 35 years of experience in the medical field. In addition to private practice, Dr. Auerbach was also employed by the State of California in its Mental Health facilities, and was President of the medical staff of Metropolitan State Hospital from 1990 to 1992. His particular field of interest has been in aspects of cancer-causing factors and causes of chronic illnesses related to environmental agents. Dr. Auerbach has a B.A. in Bacteriology from UCLA and an M.D. from USC. He completed a residency in Pathology (Clinical and Anatomical) with Board Certification in 1968. Alternate Medical Member Jack Carsel, M.D. Dr. Carsel has 44 years of experience as a physician, in private practice from 1956 to 1985 and with the Los Angeles County Department of Public Health from 1985 to 2000. His past hospital affiliations include being on the staff of Cedars-Sinai and the majority of hospitals in the West San Fernando Valley. He has served on a number of professional committees, including Chairman of Infection Control Committee in several hospitals; and he continues to participate in medical education lectures addressing the effects of air pollution on patients relating to nasal, throat, sinus, eye, and lung problems. Dr. Carsel has a B.S. in Bacteriology from the University of Illinois and a B.S. in Medicine and M.D. from the University of Illinois, College of Medicine. He completed a residency in Otolaryngology at Los Angeles County Hospital in 1956. Public Members Marti L. Klein Ms. Klein has been a Public Member of the Hearing Board for nine years. She has over 25 years of experience in the environmental field. In addition to air quality, her specialties include public health, economics, and real estate and land use issues. Prior to joining the Hearing Board, she was employed in the private industrial sector as a consulting environmental scientist, and managed environmental compliance programs for a major aerospace manufacturer. Ms. Klein received her Master of Urban and Regional Planning degree from San Jose State University, and her bachelors degree in Geography from UCLA, where she was elected a charter member of the universitys Environmental Studies Institute. In addition, she completed graduate work in Epidemiology and Environmental Health at California State University, Northridge. Barry Read, Ph.D. Dr. Read was appointed to the Hearing Board as a Public Member in June 2001. For the three years prior to the appointment, he served on the Board as an Alternate Public Member. For most of his career as an environmental attorney and policy analyst, Dr. Read has worked on air quality issues. As a policy analyst with the Radian Corporation in North Carolina, he worked with the U.S. EPA Office of Air Quality Planning and Standards in the development of new source performance standards, national emission standards for hazardous air pollutants, and guidance documents for state implementation planning. In 1990, he joined the law firm of Strasburger & Price as the firms principal environmental attorney in Austin, Texas. Since relocating to Southern California in 1997, he has remained involved in civic and environmental issues. Dr. Read has a B.S. in Communication from the University of Texas at Austin, and also received his Juris Doctorate from the School of Law at the University. He earned his doctorate in Ecology from the University of North Carolina at Chapel Hill. Alternate Public Members Tom Eichhorn Mr. Eichhorn has served as the Alternate Public Member on the Hearing Board for three years. He has been associated with the AQMD for 22 years, having served on the Governing Board for seven years as an Alternate appointed by the County Supervisor representing Orange County, and then twelve years as AQMDs Media Liaison Officer and Director of Communications. Mr. Eichhorn has a B.A. from the University of Iowa Writers Workshop and completed two years of graduate work in Creative Writing at the University of California, Irvine. Alan K. Stazer -- Mr. Stazer has over thirty years of experience working in the environmental field, including nearly 17 years with the AQMD in senior staff postions including extensive work on the Air Quality Management Plan. He has worked as a scientist and engineer in both private industry and for the AQMD, and as an environmental attorney with private corporations and law firms. Mr. Stazer has a B.A. in Astronomy Physics from UCLA and received his Juris Doctorate from the Southwestern University School of Law in 1978. Fiscal Impacts Sufficient funds are budgeted each year to compensate those who serve on the Hearing Board. Criteria for Public Member Position / / / |
