This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2004 and portions of 2005.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

PM10 Emission Reductions from Aggregate and Related Operations (BCM-08)

Proposed Rule 1157 was moved from November to December to allow additional time for public comment. The December hearing was set at the October 2004 Board hearing.

Control of Emissions from the Manufacture of Polymeric Cellular (Foam) Products

Rule 1175 is being moved from December to the 1st Quarter of 2005 to allow staff time to meet with stakeholders and receive input from raw material suppliers and companies operating under variance.

Regional Clean Air Incentives Market (CMB-10)

RECLAIM is being moved from December to January to allow more time to incorporate input from the October Informational Hearing.

Below is a list of all rulemaking activity scheduled for the year 2004. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).

Various rule amendments needed to achieve AQMP emission reduction requirements and other requirements of state and federal law. Also, other administrative changes and various Reg. XIV rules will be evaluated for possible command-and-control rules to reduce toxic emissions as part of the Air Toxics Control Plan.
