|
Proposed Rule 1401.1 is being rescheduled from December to the first quarter in 2005. Staff-proposed control concepts will be presented to the Board in November as an informational item. The proposed rule adoption will follow early in 2005.

Proposed Rule 1469.1 is being moved from November to March of 2005 to allow staff more time for technical analysis and to obtain additional stakeholder comments.

The proposed amendment to RECLAIM has been moved from November to December, at the earliest, to reflect comments received at the October informational hearing.

Recordkeeping for Locomotive Operations |
|
Proposed Rule 3501.1 is being added to the rule schedule for hearing in April 2005. Proposed Rule 3501.1 establishes recordkeeping and reporting requirements for locomotive idling operations within the South Coast Air Basin.

Risk Assessment Requirements for Railyard Operations |
|
Proposed Rule 3501.2 is being added to the rule schedule for hearing in April 2005. Proposed Rule 3501.2 establishes risk assessment requirements for specified railyard operations within the South Coast Air Basin. Proposed risk assessments include requirements to establish an inventory of all diesel sources associated with operations of the facility, quantification of risk from diesel exhaust, and notification to the public of the potential cancer risk.

Idling Reductions for Locomotive Operations |
|
Proposed Rule 3501.3 is being added to the rule schedule for hearing in June 2005. Proposed Rule 3501.3 establishes best management practices and idling restrictions not preempted by federal regulations.

Diesel Risk Reductions for Railyard Operations |
|
Proposed Rule 3501.4 is being added to the rule schedule for hearing in June 2005. Proposed Rule 3501.4 establishes a diesel risk reduction threshold above which specified railyard operators would need to develop risk reduction plans. The plans shall describe an approach to reduce risk below the threshold unless demonstrated to be infeasible due to federal preemption.

Advance Target for Board Hearings
Below is a list of all rulemaking activity scheduled for the year 2004. The
last three columns refer to the type of rule adoption or amendment: AQMP refers
to the adoption and implementation of AQMP control measures (Attachment A);
Toxics refers to the adoption and implementation of programmatic as well as
source-specific toxic-related rules (Attachment B); and Other refers to
administrative rules or changes to an existing rule to clarify or improve rule
enforceability, SIP corrections, or implementing state or federal regulations
(Attachment C). A more detailed description of the proposed rule adoption or
amendment is located after this calendar under the type of rule adoption or
amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located
at the end of the report (Attachment D).
