PROPOSAL:

Revise Class Specification

SYNOPSIS:

This action is to update the class specification for the currently vacant single-position management class of Plant Engineer to revise duties and minimum requirements and to change the title to Building Maintenance Manager. These changes will enhance recruitment efforts and promotional opportunities. This recommendation has no budgetary impact.

COMMITTEE:

Administrative, June 10, 2005. Less than a quorum was present during the discussion of this item; the Committee Member present communicated his concurrence.

RECOMMENDED ACTION:

Adopt the class specification included as Attachment A, which updates and revises the Plant Engineer class and changes the title to Building Maintenance Manager.

Background

AQMD’s single-position management class of Plant Engineer has recently become vacant, creating a good opportunity to update the class specification, last revised in 1991, with respect to job duties, required qualifications, and job title.

Proposal

Based on careful review and analysis of current duties and responsibilities of the single-position management class of Plant Engineer and comparison with similar jobs in other public agencies, staff recommends revising the class specification as shown in Attachment A. These revisions change the class title to Building Maintenance Manager, update the statement of typical duties, and revise the minimum qualifications to match more closely the relevant labor market and to provide an alternative internal promotional path.

Resource Impacts

Since no change in pay for the class is recommended, this action has no financial impact.

TITLE: PLANT ENGINEERBUILDING MAINTENANCE MANAGER         Approved: 07-12-91

DEFINITION: Under general direction, plans, coordinates, and designs, and directs preventive and scheduled building systems maintenance programs; supervisesmanages the work of staff and contractors involved in responsible for the maintenance, alteration, and repair of District plant facilities and auxiliary plant equipment and machinery; and does other work as required.

CLASSIFICATION STANDARDS: This single-position management class is responsible for planning, coordinating, and implementing a preventive maintenance program offor all District plant facilities and activities, including handling a wide range of critical and emergency matters required to keep facilities functioning and directing the maintenance and repair of facilities and related equipment and machinery, including design, redesign, and construction of new and existing District facilities and equipment.

EXAMPLES OFESSENTIAL DUTIES:
Plans, and coordinates, and implements a preventive maintenance program for District facilities; analyzes problems and critical situations and identifies and implements expeditious, safe, and cost-effective solutions; and oversees the building activities including designs, construction, and maintenance of District facilities and related equipment and machinery.

Designs and implements a preventive and scheduled maintenance program for the Diamond Bar Headquarters and El Monte facility which includes air conditioning, elevator service, electrical systems, standby emergency generators and battery backup systems, plumbing systems, and the providing of maintenance staff to District facilities.Meets with all levels of District staff to discuss facilities-related issues and needs and ensures effective customer service in response to those needs.

Prepares plans and specifications for facility repairs and alterations; prepares cost evaluations and various reports related to building maintenance; assists in the determination of office layout and space allocation; prepares requests for proposals (RFPs), invitations to bid (ITBs), and contracts for building construction, and equipment, machinery, and other building services, such as HVACair conditioning maintenance, water treatment services, landscape, and standby power systems; authorizes related purchases and invoices; and oversees and approves the work of contractors.

Directs the work ofSupervises building maintenance staff;, sets program standards, priorities and preventive maintenance schedules work,; evaluates staff performance and program effectiveness,; and draftsdevelops, prepares and implements building operating policies and procedures, and establishes operating procedures and maintenance schedules.

Assists in root cause analysis and troubleshooting complex problems related to building systems maintenance and operation.

Prepares the annual building maintenance budget, including, but not limited to, special maintenance or construction projects, fixed assets, tools, supplies, and special clothing; and monitors expenditures.

Assists in the planning and execution of building improvements, staff moves, and other related activities.

TITLE: BUILDING MAINTENANCE MANAGER PLANT ENGINEER

Participates in the District's emergency preparedness plan.

Maintains current knowledge of technical developments in the field of facilities maintenance.

MINIMUM REQUIREMENTS:
EDUCATION: Graduation from an accredited college or university with a majorbachelor’s degree in Mmechanical Eengineering, business administration, public administration, planning, environmental design, architecture, facilities management, or a related field.

EDUCATION SUBSTITUTION: Any equivalent combination of education, training, and experience, beyond the required four years’ qualifying experience listed below, that would demonstrate possession of all required knowledge and abilities.

EXPERIENCE: Four years’ experience as a building maintenance and/or operations supervisor or manager, plant engineer, or equivalent, involving facilities planning, maintenance, and management of a large, business office environment of similar complexity, which would demonstrate evidence of progressively responsible professional experience in facilities planning, maintenance, and building management of a large complex facility includes use of preventative maintenance techniques, root cause analysis, and computerized maintenance systems.

KNOWLEDGE OF: Facilities preventive maintenance programs; plant design and construction laws, energy conservation measures and application of control systems and building maintenance to reduce energy consumption; relevant cost control measures; carpentry and painting; operation, maintenance and repair of heating and air conditioning equipment and systems, elevator service, electrical systems, standby emergency generators, battery backup systems, plumbing systems, and other related building equipment and machinery; regulations, principles, and applications; municipal, county, and State codes and regulations impacting facilities design and construction; the Occupational Safety and Health Act; California Occupational Safety and Health Act; electrical systems, plumbing systems, roof maintenance, air conditioning systems, and elevators and relevant provisions of State occupational health and safety laws and regulations.

ABILITY TO: Analyze and solve complex facilities management and plant maintenance problems; provide effective customer service; supervisedirect, instruct, train, and evaluate staff in a preventive maintenance program; design, implement, and effectively maintain multiple building maintenance programs consecutively at more than one location; analyze root cause and trouble shoot building system problems and implement effective solutions; plan and budget for the maintenance needs of District facilities; use PC software applications common to the field and to AQMD’s general business environment; communicate clearly and effectively, both orally and in writing; and establish and maintain effective workingcooperative relations with all thoseDistrict staff and others connected encountered in the course of work.
