This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2005.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.
 

219	Equipment Not Requiring a Written Permit Pursuant to Regulation II
Rule 219 is being moved to October from September to allow additional time for public comment.
410	Odor Abatement for Solid Waste Transfer Stations and Processing Facilities
Proposed Rule 410 is being moved to November from September to allow staff additional time to work with stakeholders.

Rules to be Rescheduled/Removed and Added
 

1146.2* +   1121* +	Emissions of Oxides of Nitrogen from Large Water Heaters and Small Boilers Control of Nitrogen Oxides from Residential Type, Natural Gas-Fired Water Heaters
Rules 1146.2 and 1121 are being moved to October from September to allow additional time to collect information and discuss alternatives with manufacturers and other interested parties. Also, additional time allows staff to assess the practicality of rearranging the lower and upper equipment size ranges of Rules 1146.2 and 1121, respectively, to improve rule effectiveness.
Reg. XXXV	Railroads and Railroad Operations
Proposed Regulation XXXV is being moved to October from July to allow staff additional time to address comments raised by stakeholders.

The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other).
