Mobile Source Air Pollution Reduction Review Committee

Below is a summary of key issues addressed at the MSRC’s
June 23, 2005 meeting. The MSRC’s next meeting is July 28, 2005, at 1:30 p.m. in Room CC8.

Award Modification for County of Orange

The MSRC’s FY 2003-04 Work Program included $4.3 million in awards under the Local Government Match Program, which provided up to $10,000 for medium-duty alternative fuel vehicles, up to $20,000 for heavy-duty alternative fuel vehicles, and a 50 percent match for alternative fuel infrastructure installations. As part of the FY 2003-04 Work Program, on June 4, 2004, the County of Orange was awarded a total of $440,000 for CNG infrastructure, one heavy-duty CNG vehicle, and seven medium-duty CNG vehicles. At its June 23, 2005 meeting, the MSRC approved an award modification to the County of Orange to substitute four heavy-duty natural gas vehicles instead of the original seven medium-duty CNG vans. The $440,000 award amount remains unchanged as well as the other portions of the original award. The AQMD Board will consider this award modification at its July 8, 2005 meeting.

MSRC Website Development

The MSRC has maintained a website for the last five years to disseminate information about its mission and funding programs as well as act as an outreach tool. The MSRC believes the website needs a fresh, new look and additional functionality, and as the culmination of a competitive RFP process the MSRC awarded a contract to Haaland Internet Productions (also known as HiP Design) for website development, hosting and maintenance services for a two-year period. The AQMD Board approved this contract award at its April 1, 2005 meeting. The development process is now underway, and the MSRC reviewed and commented on the current design concept for the website homepage. The MSRC also unanimously approved a new website domain name of www.cleantransportationfunding.org.

MSRC Overview Brochure

Several years ago, the MSRC produced an overview brochure which set forth the who, what, when, where, why and how much of the MSRC. Much of the information in this brochure is now dated. As part of the impending launch of the MSRC’s new Clean Transportation Funding identity, the Better World Group has developed an updated overview brochure. The MSRC reviewed and unanimously approved the proposed brochure design and text, and directed the MSRC-TAC Administrative Subcommittee and MSRC staff to investigate the potential of producing the brochure in a larger size.

Approval of Miscellaneous Expenditures for FY 2004-05 First-Third Quarters

The MSRC approved the reimbursement of miscellaneous administrative and mailing costs for FY 2004-05 in the amount of $40,000, in addition to $2,500 for travel. These expenses are included within the 5% administrative cap mandated by the AB 2766 legislation and are adopted as part of the annual Administrative Budget. AQMD staff reported that actual FY 2004-05 expenditures for the first three quarters were $24,213.58. The MSRC unanimously received and filed this report.

Received and Approved Final Report

The MSRC unanimously received and approved one final report for Sunset Property Services Contract #AB02008, which provided $215,647 towards the purchase of four CNG street sweepers. All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's website at http://www.msrc-cleanair.org.

Contract Modification Requests

The MSRC considered five contract modification requests and took unanimous action, as follows:

  1. For City of Moreno Valley Contract #ML04040, which provides $40,000 towards the purchase of two medium- and one heavy-duty natural gas vehicles, approval of the elimination of one medium-duty vehicle resulting in a $10,000 reduction in contract value, as well as substitution of a Ford for a GM pickup;
     
  2. For City of Burbank Contract #ML04016, which provides $270,000 towards the purchase of three medium- and twelve heavy-duty CNG vehicles, approval of the elimination of a welding truck, two aerial trucks, a flatbed truck, a lube truck, and one refuse truck, resulting in a $90,000 reduction in contract value;
     
  3. For City of Santa Clarita Contract #ML03049, which provides $843,115 to install a CNG station in Santa Clarita, approval of a no-cost, six-month contractual term extension;
     
  4. For City of Whittier Contract #ML04012, which provides $260,400 towards the purchase of three medium- and three heavy-duty CNG vehicles and installation of a CNG station in Whittier, approval of a no-cost, one-year contractual term extension;
     
  5. For TransVironmental Solutions Contract #AB02029, which provides $249,200 for implementation of a guaranteed ride home program, approval of a no-cost, three-month contractual term extension.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provides a written status report on all open contracts from FY 1999-00 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
