PROPOSAL:

Establish List of Prequalified Vendors to Provide Printing Services

SYNOPSIS:

On March 4, 2005, the Board approved release of an RFQ for printing services. This action is to establish a list of prequalified vendors that will be used for the next three years for various types of printing services.

Approve the vendors listed on Attachment A as prequalified to provide printing services from July 1, 2005, through June 30, 2008.

Background

On March 4, 2005, the Board approved release of RFQ #Q2005-06 in order to prequalify a list of vendors that could provide printing services through June 30, 2008. Businesses on the list will be asked to bid competitively on specific printing jobs that arise during the three-year term of the list.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFQ (RFP) and inviting bids was published in the following publications:

Additionally, potential bidders may have been notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; and AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ was mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov). Information was also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Bid Evaluation

A total of 155 copies of the RFQ were mailed out, and 26 proposals were received by the close of bidding at 2:00 p.m., April 6, 2005. Of the 26 proposals received, 24 met the basic qualifying criteria set forth in the RFQ and were evaluated by a panel of three AQMD staff. The evaluation panel consisted of a Print Shop Supervisor, an Offset Press Operator, and a Mail/Subscription Services Supervisor; one African-American, one Caucasian, and one Hispanic; all three are male.

Of the 24 proposals evaluated, all received the required minimum score of 80% or higher and are recommended as qualified to provide printing services in one or more of the categories, as listed in Attachment A. Five vendors qualified as small business enterprises (SBE).

Major evaluation factors included the vendor’s responsiveness to the RFQ, completeness of the proposal, vendor's qualifications, evidence of appropriate equipment to provide needed services, and client references.

Proposal

Staff recommends approval of the vendors listed in Attachment A as prequalified to provide AQMD printing services, as needed, through June 30, 2008.

Resource Impacts

There is no direct resource impact associated with prequalification of these vendors. The amount allocated for outside printing services for each organizational unit is approved by the Board as part of AQMD’s budget process.
