The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Rules 1146.2 and 1121 are being moved to September from July to allow additional time to collect information and discuss alternatives with manufacturers and other interested parties. Rule 1156 is being moved to September from July to allow additional time for staff analysis and public input. |

|
Proposed amendments to Rule 1162 are being moved to July from June to add a transfer efficiency exemption for limited usage for certain specialty gel coats. Additional time is required for recirculation of the CEQA document. |

Less Polluting Sweepers Clean On-Road Heavy-Duty Public Fleet Vehicles |
|
Proposed amendments to Fleet Rules 1186.1 and 1196 are being added to the September rule schedule. Amendments will propose the extension of sunset dates for affected fleet operators to request an exemption to purchase non-rule compliant vehicles, if there is no alternative fuel refueling station within five miles of the vehicle storage or maintenance yards. |

New Source Review of Toxic Air Contaminants |
|
No amendment to Rule 1401 is needed at this time. It is being moved to TBD from July awaiting development of testing protocol for crystalline silica. |

Advance Target for Board Hearings
Below is a list of all rulemaking activity scheduled for the year 2005. The
last three columns refer to the type of rule adoption or amendment: AQMP refers
to the adoption and implementation of AQMP control measures (Attachment A);
Toxics refers to the adoption and implementation of programmatic as well as
source-specific toxic-related rules (Attachment B); and Other refers to
administrative rules or changes to an existing rule to clarify or improve rule
enforceability, SIP corrections, or implementing state or federal regulations
(Attachment C). A more detailed description of the proposed rule adoption or
amendment is located after this calendar under the type of rule adoption or
amendment (i.e. AQMP, Toxics, and Other).
*An asterisk indicates that the rulemaking is a potentially significant
hearing.

attainment of ambient air quality standards.
