This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of June.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the following publications:

Additionally, potential bidders may be notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; and AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections "Inside AQMD"/"Employment and Business Opportunities"/"Business Opportunities" or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

RFP #P2005-24	Request for Proposal for a Contractor to Provide Technical Support for AQMD Upper Air Meteorological Monitoring Network	CHANG/3186
	Staff has identified a continuing need for contractor services to provide technical support in the routine operation and maintenance of the U.S. EPA Photochemical Assessment Monitoring Stations (PAMS) upper air measurement stations in the South Coast Air Basin. This specialized technical assistance will help ensure quality data from the AQMD’s expanding upper air network, with the implementation of consistent maintenance schedules and operating practices. Funding, not to exceed $60,000, has been identified in the FY 2004-05 Budget from the U.S. EPA Section 105 Grant supplement for the PAMS Program. This contract shall be renewable for up to three additional years, based on availability of funds and satisfactory performance.
