This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2005.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.
 

219 &   222	Equipment Not Requiring a Written Permit Pursuant to Regulation II Filing Requirements for Specific Emission Sources Not Requiring a Written Permit Pursuant to Regulation II
Proposed amendment to Rules 219 is being moved from May to July to allow time for public comment and staff analysis. No action will be taken at this time on Rule 222 and it will be moved to TBD. Rule 219 will be deleted from TBD.
463*	Organic Liquid Storage
Rule 463 is being moved forward for hearing from June to May because staff has completed analysis and assessment earlier than scheduled date.

1112.1	Emissions of Particulate Matter from Cement Kilns
Rule 1112.1 is being put on hold and moved to TBD awaiting input from interested parties.
1156* +	PM10 Emissions Reductions from Cement Manufacturing Operations (BCM-08)
Proposed Rule 1156 is being moved from April to June in order to allow additional time for public comment and staff analysis.
1162*	Polyester Resin Operations
Proposed amendment to Rule 1162 is being moved from May to June to allow interested parties to review results of Non-Atomizing Applications of Gel Coating testing.
1302 & 1309.1	Definitions Priority Reserve
Rules 1302 and 1309.1 are being put on hold and moved to TBD awaiting input from interested parties.
1304 & 1306	Exemptions Emission Calculations
Rules 1304 and 1306 have been added to the schedule for April to clarify the emission calculation procedure for concurrent facility modifications.
3500	General
Proposed Rule 3500 has been added to the schedule and will go to the Board in June in Proposed Regulation XXXV.
Reg. XXXV	Railroads and Railroad Operations
Proposed Rules 3501, 3502, 3503 & 3504 are being moved from April to June to allow additional time to work with stakeholders.
Reg. XX	RECLAIM
Rules 2000, 2004, 2005, 2011 & 2012 are being moved from May to July to allow time for additional analysis.

Below is a list of all rulemaking activity scheduled for the year 2005. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other).
