SUMMARY OF AGENDA ITEMS

  • This was the first Steering Team meeting chaired by Alan Weverstad, Executive Director Environment & Energy, GM with John Brady, Vice President Hydrogen Infrastructure, ChevronTexaco serving as Vice-Chair. Dr. Christian Mohrdieck representing DaimlerChrysler, Bernd Ruderisch representing Volkswagen, and Harold Sanborn representing NAC were introduced as new Steering Team representatives. Ms. Chris White was introduced as the new CaFCP Communications Director.
     
  • The strategy discussion on the "California Hydrogen Highway Network" explored CaFCP’s interaction with state efforts. Dr. Shannon Baxter-Clemmons, Cal EPA, presented a status update on the proposal, which was followed by four concurrent breakout discussion groups, followed by discussion with the entire Steering Team. Further discussion will continue as the program continues to evolve.
     
  • Working Group teams provided the following status updates. The Safety team is working on four generic guides for stations for the Emergency Response Guide; the first one will be a liquid delivery station based on CaFCP W. Sacramento. The bus team reported being generally on schedule, but with some delays in new bus deployments due to fueling station issues. ISE will be placing a hydrogen ICE-hybrid bus at Sunline by the end of this year. Rod Slaughter, CA State Fire Marshall, was introduced to the Steering team and is working with CaFCP to determine hydrogen ER training needs and coordinate approach. The Communication team and Interoperability team expect an updated fueling station and demonstration map of California to be available on the public CaFCP website shortly. The E-team does not meet on a regular basis and therefore will be removed from the organizational chart; however, members of various environmental groups will continue to be contacted and invited to participate in key public events. The new Demonstration team held their first monthly meeting.
     
  • The Program Plan to implement CaFCP Goals for 2005 was discussed and approved.
    Responding to a request from Cynthia Verdugo-Peralta, CaFCP agreed to include general support for member sponsored stations in Southern California, in addition to the specific support and recognition given to the stations at W. Sacramento, Richmond, Palo Alto & San Carlos.
     
  • The Insurance & Liability Outreach plan and the Emergency Response Training plans were discussed and approved.
     
  • The CaFCP Steering team reviewed and approved the revised request from ISE to join as an Associate member.
     
  • Safety learnings were shared by Chris Grundler and Tad Wyzor, representing U.S. EPA, regarding the Ann Arbor, Michigan hydrogen fueling station; and by Steve Cook, representing BP, regarding their systematic safety and risk assessment approach developed for their fueling stations serving the CUTE bus program in Europe.
     
  • Pat Davis and Jim Ohi, representing U.S. DOE, provided an update on their safety, codes and standards program, as well as their hydrogen and fuel cell research activities.
     
  • Discussion continued regarding revisions to legal agreements, with members preferring a non-binding approach to better describe the cooperative intent of the CaFCP to focus on vehicle and fueling demonstrations in California and discussion of implementation issues, but to recognize and handle incidental intellectual property development that could occur.
     
  • Major public events in 2005 include CaFCP participation in the United Nations World Environment Day in San Francisco in June and the station grand opening event with AC Transit & ChevronTexaco in September/October in Oakland, with Road Rally 4 through four counties in the Bay Area.

The next CaFCP Steering Team meeting is scheduled for April 26-27, 2005 in Sacramento.
