PROPOSAL:

Continue Privatization of Portions of Annual Emissions Reporting Program

SYNOPSIS:

At the January 7, 2005 meeting, the Board approved execution of a contract with Ecotek/MST Solutions, Inc. for implementing the 2004-2005 Annual Emissions Reporting (AER) program. Staff inadvertently omitted an action recommendation to transfer funds for this purpose. This action is to recommend transferring $125,000 from the Air Toxics Fund to the General Fund to fund the balance of the contract, and continue the privatization of portions of the AER Program in 2004-05.

RECOMMENDED ACTION:

Authorize the Executive Officer to transfer $125,000 from the 15 Fund (Air Toxics Trust Fund) to the 01 Fund (General Fund), Planning, Rule Development & Area Sources budget, Professional and Special Services account, to fund a portion of the contract with Ecotek/MST Solutions, Inc., and continue privatization of portions of the Annual Emissions Reporting program.

Background

On January 7, 2005, the Board approved execution of a contract with Ecotek/MST Solutions, Inc., contract to continue the privatization of portions of the Annual Emissions Report (AER) program. Under AQMD’s AER program, facilities report their emissions annually and pay emission fees in accordance with Rule 301(e) requirements. Staff included information in that Board letter regarding the source of funding, but did not specifically recommend the transfer. This Board letter corrects that omission.

Proposal

Transfer $125,000 from the Air Toxics Trust Fund to the General Fund to fund a portion of the contract with Ecotek/MST Solutions, Inc., to continue privatization of portion of the Annual Emissions Reporting Program.

Resource Impacts

Funding of up to $215,000 has been budgeted for privatization of portions of the 2004-05 AER program for the FY 2004-05 Budget. The balance of the funding ($125,000) will be transferred from the Air Toxics "Hot Spots" Fund to the Planning, Rule Development, and Area Sources Professional and Special Service Account.
