PROPOSAL:

Approve Contract Extension with U.S. Department of Defense to Demonstrate Feasibility of Measuring Low-Level Pollutant Concentration

SYNPOSIS:

In August 2003, the Board authorized the execution of a contract with the U.S. Department of Defense (DOD) to demonstrate the feasibility of measuring low-level pollutant concentrations. Earlier this year, staff was notified by U.S. DOD that AQMD has been awarded an extension to the original contract to conduct additional field instrumentation testing for low-level pollutant concentrations at a funding of $876,000. This action is to execute a contract modification with U.S. DOD to conduct the additional testing at a cost not to exceed $876,000. Specific budget allocation requests and recognition of the U.S. DOD funds will be brought to the Board sometime during the beginning of FY 2005-06.

Authorize the Chairman to execute a contract modification with U.S. DOD to extend the study to Conduct Feasibility of Measuring Low-Level Pollutant Concentrations and increase the contract funding by $876,000, for a total cost not to exceed $1,776,000 (the cost of the existing contract plus the $876,000 modification).

Background

An AQMD proposal submitted in response to Board Agency Announcement 2002 was selected for award by the U.S. Department of Defense (DOD) in 2003. The proposed effort called for the adaptation of urban air monitoring instruments to measure low level pollutant concentrations with funding in the amount of $900,000. The study included the purchase and evaluation of instruments that measure both high and low molecular weight compounds, meteorological measurements and basic chemical release modeling. This work is currently underway. Earlier this year, staff was notified by U.S. DOD that the AQMD has received additional funding of $876,000 to investigate additional measurement technologies, extend existing measurement capabilities, and conduct additional field testing. The expanded testing will require modifications to the current contract to extend the scope of the existing work, revise the cost schedule, increase the monetary value of the contract, and extend the contact term.

Proposal

To expedite the receipt of the U.S. DOD award, staff is requesting the Board’s approval to modify the existing contract with U.S. DOD to reflect the additional scope and duration of the study to include population database software, three-dimensional meteorological measurements, and additional instrumentation. The funding for this contract extension is $876,000 and the total cost of the U.S. DOD contract shall not exceed $1,776,000. In addition, the extension is proposed to include purchase of similar instruments already under study to allow better chemical release modeling.

After the Board’s approval of the contract modification and after the contract modification is fully executed, staff will bring forward a budget to conduct the additional work sometime during the beginning of FY 2005-06, recognizing the $876,000 in revenues from U.S. DOD. In addition, staff will include a request to reallocate unencumbered funds from the current fiscal year to FY 2005-06 to complete the current work efforts.

Resource Impacts

U.S. DOD funding will fully support this effort. Minor costs may be incurred to administer the contract with U.S. DOD.
