The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Rule 1118 is being moved from June to July to allow additional time for input from interested parties.

Proposed amendments to Fleet Rules 1186.1 1192, 1193, and 1195 are being added to the October rule schedule to provide implementation consistency with CARB’s scheduled adoption of similar Fleet Rules applicable to the South Coast Air District.

Emission Calculations

Rules 1304 and 1306 were withdrawn from the April agenda and moved to 4th quarter of 2005 to allow more time to address issues raised by interested parties.

New Source Review of Toxic Air Contaminants

Proposed Rule 1401.1 is being moved from July to September to reflect the rescheduling of the pre-hearing from April to May.

RECLAIM

Administrative amendments to Regulation XX, including Rules 2000, 2001, 2005, 2011, 2012, are being moved forward from July for hearing along with Rule 2007 in May.

Railroads and Railroad Operations

Proposed Regulation XXXV is being moved from June to July to allow staff additional time to address stakeholder issues.

Below is a list of all rulemaking activity scheduled for the year 2005. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other).
