PROPOSAL:

Extend Contract for Legislative Representation in Washington, D.C.

SYNOPSIS:

The current contract for Legislative Representation in Washington, D.C. expires on December 31, 2005 for Copeland, Jacquez, Lowery & Denton. The current contract has an option to renew one additional year. This action calls for the extension of the existing contract for legislative consulting services in Washington, D.C. for Calendar Year 2006. Total expenditure for the recommended one-year contract extension shall not exceed $135,716, which represents the current contract amount plus CPI.

RECOMMENDED ACTION:

Approve a one-year extension of the contract with Copeland, Jacquez, Lowery & Denton in an amount not to exceed $135,716.

Background

Copeland, Jacquez, Lowery & Denton has been effective in working with the AQMD staff to maintain a continued presence in Washington, D.C. with respect to federal legislative matters. Copeland, Jacquez, Lowery & Denton has facilitated the AQMD’s informed participation in the resolution of federal Clean Air Act implementation issues, the Energy bill and the Transportation bill. They have also assisted with securing funding for AQMD’s advanced technology programs for 2006. It is in AQMD’s interest to continue to press at the federal level for additional funding opportunities and protection and enhancement of local district regulatory authority.

Proposal

The contract with Copeland, Jacquez, Lowery & Denton for legislative representation in Washington, D.C. is due to expire in December 2005. AQMD staff is satisfied with the performance of Copeland, Jacquez, Lowery & Denton and wishes to retain them. The current contract has an option to renew one additional year that may be exercised at the Board’s discretion pursuant to the original RFP. This action calls for the extension of the existing contract for legislative consulting services in Washington, D.C. for Calendar Year 2006. Total expenditure for the recommended one-year contract extension shall not exceed $135,716, which represents the current contract amount plus CPI.

Resource Impacts

Sufficient funds are available in the Public Affairs FY 2005-06 Budget for services through June 30, 2006. Funding for the period of July 1, 2006 through December 31, 2006 is contingent upon Board approval of the Budget for the respective fiscal year.
