PROPOSAL:

Set Public Hearings December 2, 2005 to Consider Amendments and/or Adoption to AQMD Rules and Regulations to:

(A) Adopt Proposed Rule 1316 - Federal Major Modifications. Proposed Rule 1316 implements the mandatory EPA regulatory reform requirements for major sources, while ensuring compliance with state law for New Source Review. (Review: Stationary Source Committee, October 28, 2005)
 
(B) Amend Rule 1151 - Motor Vehicle And Mobile Equipment
Non-Assembly Line Coating Operations. The proposed amendments to Rule 1151 implement, in part, Control Measure CTS-10 – Miscellaneous Industrial Coatings and Solvent Operations which is part of the 2003 Air Quality Management Plan. The proposed amendments modify Rule 1151 coating categories and VOC limits in accordance with the California Air Resources Board Draft 2005 Automotive Refining Suggested Control Measure. (C) Amend Regulation IX - Standards of Performance for New Stationary Sources, and Regulation X - National Emission Standards for Hazardous Air Pollutants. EPA authorized local air districts to implement federal standards set in 40 Code of Federal Regulations (CFR) Part 60, Standards of Performance for New Stationary Sources, (NSPS), and Part 61, National Emission Standards for Hazardous Air Pollutants, (NESHAP). Periodic amendments to Regulations IX and X incorporate new or amended standards by reference. One action for each, NSPS and NESHAP, is proposed for incorporation into Regulations IX and X, respectively. The NSPS change includes addition of alternative test methods and monitoring procedures. The NESHAP change is a typographical correction. Affected industries include those using stationary gas turbines and those generating asbestos waste. RECOMMENDED ACTION:
