Michael D. Antonovich Minutes Minutes from the August 25, 2005 meeting were unanimously approved. They are attached for your information (Attachment 1). FY 2005-06 Work Program Awards for Diesel Exhaust Aftertreatment Retrofits The MSRC developed a two-phase Conceptual FY 2005-06 Work Program, the first phase of which was approved by the AQMD Board on September 9, 2005. The first phase includes $12.875 million in solicitations and projects, including $1.25 million for a Diesel Exhaust Aftertreatment Retrofit Program. This Program Announcement (PA), #2006-05, provides a 50 percent match toward the cost of purchasing and installing CARB-verified particulate filters up to $4,500 per unit for devices reducing PM only and up to $10,000 per unit for devices reducing both NOx and PM. The application period commenced October 4, 2005 and ends January 31, 2006. A cap of $200,000 per entity was established to ensure broad distribution throughout the South Coast Air District. At its October 27, 2005, meeting the MSRC unanimously approved four contract awards totaling $584,000. The AQMD Board is scheduled to consider these awards on November 4, 2005. Additional awards under this Program are anticipated, and will be subject to MSRC and AQMD Board approval. MSRC staff also presented a written report on the status of proposals received to date under the FY 2005-06 Local Government Match Program. This program provides $3 million on a first-come, first-serve basis with a $375,000 per county geographic minimum. To date ten applications totaling $3,520,052 have been received. Once the geographic minimums have been met, or the program closes on January 31, 2006, whichever comes first, the MSRC will consider awards as part of the FY 2005-06 Work Program. Presentation to AQMD Mobile Source Committee on the Freeway Service Patrol Program At its September 2005 meeting, the AQMD Board considered awards under the FY 2005-06 Work Program, which included awards to the four county transportation commissions providing funds from the MSRC for freeway service patrol programs. As part of the AQMD Board’s consideration, several Board Members had questions regarding the freeway service patrol programs. Mr. Ray Gorski, MSRC Technical Advisor, responded to questions asked. However, detailed information regarding the emissions benefits of the freeway service patrol collected by CALTRANS was not available to address some of the questions. As such, the AQMD Board requested a presentation on the freeway service patrol program be made at a future AQMD Mobile Source Committee meeting. The MSRC directed Mr. Gorski to make a formal presentation to the AQMD Mobile Source Committee at its next meeting scheduled for November 18, 2005. Special Reports As part of the FY 2004-05 Work Program, the MSRC contracted with HiP Design for website development, hosting and maintenance. The new website, which will be at http://www.cleantransportationfunding.org, is scheduled to launch within the next week or two. A presentation was made to the MSRC displaying the new website pages, design and special features. Some of the special features include flash animation, audio of radio commercials the MSRC has funded on ridesharing, digital photos, an updated library, an information center including information on funding offered by other organizations and how to maintain vehicles to reduce emissions from your tailpipe, and many improvements to features that exist on the current website for both visitors and website administrators. Additionally, the MSRC’s Technical Advisor Ray Gorski presented a synopsis of relevant information from the Energy Policy Act of 2005, specifically reviewing tax credits on clean transportation vehicles and infrastructure. The information he gathered will be placed on the MSRC’s website. Approval of Miscellaneous Expenditures for FY 2004-05 Fourth Quarter and FY 2005-06 First Quarter The MSRC approved the designation of $40,000 of miscellaneous administrative and mailing costs and $2,500 for travel for FY 2004-05. These expenses are included within the 5% administrative cap mandated by the AB 2766 legislation and are adopted by the MSRC as part of an annual Administrative Budget. AQMD staff reported that actual FY 2004-05 fourth quarter expenditures were $6,189.36 for a total of $30,402.94 for the fiscal year. Thus, costs were under budget by $12,097.06. For FY 2005-06 the MSRC approved $41,440 for miscellaneous administrative and mailing costs as well as $2,500 for travel. First quarter expenses totaled $6,559.83. The MSRC unanimously received and filed these expense reports. Received and Approved Final Report The MSRC unanimously received and approved one final report for Larry Jacinto Construction Contract #MS04027, which provided $454,510 to repower six scrapers. All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's website. It is anticipated that when the MSRC launches its new website at http://www.cleantransportationfunding.org that complete final reports will be electronically available. Contract Modification Requests The MSRC considered two contract modification requests and took action, as follows:
The MSRC also terminated negotiations with two proposers from awards made as part of the FY 2003-04 Work Program due to their unresponsiveness in returning required paperwork to execute a contract. They are as follows: 1) County of Los Angeles, Department of Public Works, which was awarded $60,000 towards the purchase of three propane vehicles; and 2) County of Los Angeles, Department of Public Works, which was awarded $140,000 towards the purchase of seven propane street sweepers. The funds allocated to these projects will revert to the AB 2766 Discretionary Fund for re-allocation in a future work program. Contract Administrator Report The MSRC's AB 2766 Contract Administrator provides a written status report on all open contracts from FY 1999-00 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
