PROPOSAL:

Execute Contracts to Acquire Marine Vessel Activity Data

SYNOPSIS:

In order to enhance compliance activities on marine vessels funded under AQMD and State programs, staff proposes to acquire data collected by ARINC Inc. for the Marine Exchange of Southern California relative to vessel activity which includes location, movement, and berthing. Staff also proposes to execute a contract with Marine Exchange of Southern California to provide data accessibility service on an on-going basis. This action is to execute contracts with ARINC Inc. in an amount not to exceed $60,000 and with Marine Exchange in an amount not to exceed $5,400 on a sole-source basis from the Carl Moyer Program Fund.

RECOMMENDED ACTION:

  1. Authorize the Executive Officer to execute a contract with ARINC Inc. to acquire marine vessel location, movement, and berthing data in an amount not to exceed $60,000 from the Carl Moyer Fund.
  2. Authorize the Executive Officer to execute a contract with the Marine Exchange of Southern California to provide marine vessel data accessibility service for three years at a rate of $150 per month for a total sum of $5,400 from the Carl Moyer Fund.

Background

The AQMD administers voluntary incentive based programs to reduce NOx and PM emissions from marine vessels under various AQMD and State program. The number of marine vessel projects have progressively increased and a more efficient and comprehensive system is necessary for tracking and monitoring marine vessel activity data is in order to verify the compliance requirements and expected emission reductions.

The Marine Exchange of Southern California is an organization that provides marine vessel traffic management and information services to governmental agencies and to the maritime business community. Marine Exchange gathers activity data, which includes location, movement and berthing of marine vessels at the ports of Los Angeles and Long Beach. The marine vessels in AQMD programs are located at the ports of Los Angeles and Long Beach.

ARINC Inc., located in San Diego, provides data gathering and analysis services to the Marine Exchange under a contract. ARINC has developed a transponder system known as the Automated Identification System (AIS) for this purpose. The data that is gathered electronically can be analyzed using computer software and can be transmitted to remote locations in real time.

Proposal

This action is to execute a sole-source contract with ARINC Inc. in an amount not to exceed $60,000 from the Carl Moyer Program Fund to provide marine vessel location, movement, and berthing data. This contract will involve modifying existing computer software and hardware at the Marine Exchange and the AQMD and providing technical support for a period of one year.

This action is also to execute a sole-source contract with Marine Exchange in an mount not to exceed $5,400 at a rate of $150 per month for 3 years from the Carl Moyer Pro-gram Fund to provide access to marine vessel activity data that is gathered at the Marine Exchange location in San Pedro, California.

Sole Source Justification

Section VIII.B.2. of the Procurement Policy and Procedure identifies four major provisions under which a sole source award may be justified. This request for this sole source award is made under provision B.2.c: Both ARINC Inc. and the Marine Exchange of Southern California possess unique experience and capabilities that are necessary for this project. Furthermore, the technology that is used to monitor marine vessels is proprietary and ARINC has ownership of this technology.

Benefits to AQMD

This project will help the AQMD monitor marine vessel activity data to ensure compliance with the AQMD and State programs. It will provide data to the AQMD in real time and on a periodic basis, which in turn will help confirm the amount of estimated emissions reductions.

Resource Impacts

The total cost of projects shall not exceed $65,400 comprised of $60,000 to ARINC, Inc. and $5,400 to Marine Exchange from the Carl Moyer Program Fund. There are sufficient funds in the Carl Moyer Program Fund.
