PROPOSAL:

Set Public Hearings November 4, 2005 to Consider Amendments and/or Adoption to AQMD Rules and Regulations to:

(A) Amend Rule 1107 - Coating Of Metal Parts And Products.
The proposed amendments establish new, future effective, VOC limits for specific coating categories and improve the clarity and enforceability of the rule. (Review: Stationary Source Committee, September 23, 2005)
 
(B) Adopt Proposed Rule 1156 – PM10 Emission Reductions from Cement Manufacturing Facilities.
Proposed Rule 1156 has been developed to reduce particulate emissions from cement manufacturing as part of the 2003 AQMP Control Measure BCM-08 - Further Emission Reductions from Aggregate and Cement Manufacturing Operations. The proposed rule would reduce particulate emissions from process equipment, such as primary crushers, kilns, clinker coolers, raw mills, finish mills, as well as fugitive emissions from open storage piles, and unpaved and paved roads at the facilities. (C) Amend Rule 1118 – Emissions from Refinery Flares.
The proposed amendments establish requirements to reduce emissions from refinery flaring events, and allow them to operate for their intended purpose as a safety device. The monitoring, recordkeeping and reporting provisions of the rule are also strengthened. (Review: Stationary Source Committee,
July 22, and September 23, 2005)

RECOMMENDED ACTION:

Set Public Hearings November 4, 2005 to amend Rules 1107 and 1118 and adopt Proposed Rule 1156.
