Recordkeeping for Locomotive Idling

Minimization of Emissions from Long Duration Idling

Proposed Rules 3501 and 3502 will establish requirements for diesel locomotives and diesel sources at major rail yards in the Basin. The objective of this proposed regulation is to quantify diesel particulate and the associated cancer risk that occurs from idling freight locomotives and associated diesel sources used at rail yards. Specifically, this proposed regulation will establish monitoring and recordkeeping requirements for idling locomotives and submittal of an emissions inventory and health risk assessment for all diesel equipment used at major rail yards. In addition, the proposed regulation will require the development and implementation of an idling minimization plan, and development and implementation of a risk reduction plan for major rail yards.

U.S. EPA has published new ozone standards and new attainment information for the South Coast basin. The previous ozone standard and its accompanying designations expire on June 30, 2005. The new designation of Severe-17 from the previous designation of Extreme re-defines a "Major Source" from 10 tons of NOx or VOC emissions (on a potential-to-emit basis) to 25 tons of NOx or VOC emissions. This amendment includes this new definition in AQMD Regulation XXX – Title V rule.
