This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of September.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the following publications:

Additionally, potential bidders may be notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; and AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections "Inside AQMD"/"Employment and Business Opportunities"/"Business Opportunities" or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Issue RFP to Obtain Technical and Functional Support for Upgrading PeopleSoft HRMS/Payroll Management System Software

In 1999, AQMD first migrated from Legacy Systems to PeopleSoft Enterprise Resource Management software for MRMS/Payroll. The software was upgraded to Release 8.3 in 2003. Technical support for Release 8.3 HRMS/Payroll modules will end in November, 2006. This action is to issue an RFP to solicit bids to provide targeted technical and functional support during the upgrade to a more recent release. Funds for these services ($150,000) are included in the FY 2004-05 Budget request.

Issue RFP to Lease Printing Equipment and Copiers

AQMD leases high-volume printing and copying equipment for the print shop and has a maintenance agreement for 30 AQMD-owned walk-up floor copiers. The print shop equipment lease is expiring, and copiers, which are 7 to 14 years old, are beyond the industry’s standard life for reliability, resulting in significant operational inefficiency. This action is to issue an RFP to solicit lease proposals to replace both print shop equipment and walk-up floor copiers in an attempt to achieve cost savings from "bundled" pricing.

Issue an RFP for Investment Consultant Services

Board action on April 12, 1996 approved a recommendation to minimize AQMD investments in the Los Angeles County Pooled Surplus Investment Portfolio (PSIP) by directing staff to work with the Los Angeles County Treasurer (AQMD’s Treasurer) to make specific investments on behalf of the AQMD. This recommended action included the use of outside investment consultant services to assist in the annual updating of AQMD’s Investment Policy and Guidelines and to provide investment monitoring and compliance reporting services.
