Recognize Funds from CARB and Execute Contract to Re-power Construction Equipment under the Carl Moyer Multi-District Program

SYNOPSIS:

In June 2005, CARB indicated that the AQMD will be receiving an award of $410,712 for construction equipment re-powering projects under the Carl Moyer Multi-District Program. This action is to recognize $410,712 from CARB under this program, and to execute a contract with Essex Rental to re-power six construction lattice boom crawlers in an amount not to exceed $410,712.

RECOMMENDED ACTIONS:

1. Recognize $410,712 from CARB under the Carl Moyer Multi-District Program, and place the funds in the Carl Moyer Program Fund (Fund 32).
    
2. Authorize the Chairman to execute a contract with Essex Rental Corporation to re-power six diesel-fueled engines in six construction lattice boom crawlers in an amount not to exceed $410,712 from the Carl Moyer Program Fund. The projects are listed in Attachment A.

Background

In 2004, the Governor signed SB 1107 and AB 923, providing a significant source of long-term funding for the expanded Carl Moyer Program. CARB has allocated ten percent of the funds generated under SB 1107 in FY 2004-05 for multi-district projects.

In June 2005, CARB allocated $410,712 to the AQMD under the Carl Moyer Multi-District Program to execute a contract with Essex Rental Corporation to re-power six diesel-fueled engines in construction lattice boom crawlers.

Proposal

This action is to recognize $410,712 from CARB under the Carl Moyer Multi-District Program for FY2005-06 and place it in the Carl Moyer Program Fund (Fund 32), and to execute a contract with Essex Rental Corporation to re-power six diesel-fueled engines in six construction lattice boom crawlers. These projects have been selected by CARB through a competitive public solicitation process.

Attachment A lists the cost of the re-powering projects and the expected NO_x, PM, and VOC emission reductions. Contracts will be executed for each selected project expeditiously so that the emission reductions can occur as soon as possible.

Benefits to AQMD

The successful implementation of this project will reduce NO_x, PM, and VOC emissions from off-road construction equipment in the South Coast Air Basin. These projects will also produce concurrent air toxic compound emission reductions (e.g. lowered diesel exhaust particulate). Administration of this CARB program at the local level will provide greater certainty and assurance that emission reductions will be achieved.

Resource Impacts

Total cost of the proposed projects, as listed in Attachment A, shall not exceed $410,712 from the Carl Moyer Program Fund.
