Barry R. Wallerstein, D.Env. Background In 2004, the Governor signed SB 1107 and AB 923, providing a significant source of long-term funding for the expanded Carl Moyer Program. CARB has allocated ten percent of the funds generated under SB 1107 in FY 2004-05 for multi-district projects. In June 2005, CARB allocated $410,712 to the AQMD under the Carl Moyer Multi-District Program to execute a contract with Essex Rental Corporation to re-power six diesel-fueled engines in construction lattice boom crawlers. Proposal This action is to recognize $410,712 from CARB under the Carl Moyer Multi-District Program for FY2005-06 and place it in the Carl Moyer Program Fund (Fund 32), and to execute a contract with Essex Rental Corporation to re-power six diesel-fueled engines in six construction lattice boom crawlers. These projects have been selected by CARB through a competitive public solicitation process. Attachment A lists the cost of the re-powering projects and the expected NOx, PM, and VOC emission reductions. Contracts will be executed for each selected project expeditiously so that the emission reductions can occur as soon as possible. Benefits to AQMD The successful implementation of this project will reduce NOx, PM, and VOC emissions from off-road construction equipment in the South Coast Air Basin. These projects will also produce concurrent air toxic compound emission reductions (e.g. lowered diesel exhaust particulate). Administration of this CARB program at the local level will provide greater certainty and assurance that emission reductions will be achieved. Resource Impacts Total cost of the proposed projects, as listed in Attachment A, shall not exceed $410,712 from the Carl Moyer Program Fund.
