Below is a summary of key issues addressed at the MSRC’s March 23, 2006 meeting.  The MSRC’s next meeting is Thursday, April 27, 2006, at 1:30 p.m. in Room CC8.

Minutes from the January 26, 2006  meeting were unanimously approved. They are attached for your information (Attachment 1).

FY 2005-06 Work Program Award/Additional Funding

The MSRC developed a two-phase Conceptual FY 2005-06 Work Program, the first phase of which was approved by the AQMD Board on September 9, 2005. The first phase included $12.875 million in solicitations and projects, including $2.5 million for alternative fuel infrastructure and $2 million for CNG school bus incentives. At its March 23, 2006, the MSRC unanimously approved one additional alternative fuel infrastructure award. The AQMD Board is scheduled to consider this award at its April 7, 2006, meeting.

$5 Million Phase II FY 2005-06 Conceptual Work Program

For FY 2005-06 the MSRC has designed a two-phase Conceptual Work Program,  the first phase of which was approved by the AQMD Board on September 9, 2005. On March 23, 2006, the MSRC approved $5.0 million for the second phase of the FY 200506 AB 2766 Discretionary Fund Conceptual Work Program, which consists of the following elements.

  • Continuation of CNG School Bus Incentives Program ($2 million), which will be implemented by future augmentation of existing contracts with previously qualified vendors, subject to review and approval of MSRC. Additionally, the incentive amount for the purchase of a mid-sized CNG school bus will be increased from $50,000 to $60,000, because the engine drive train configuration for the full-size and mid-size buses is the same and thus, the incremental cost is the same;
  • Local Government Match Program,  the specifics and solicitation documents for which still being developed and are subject to MSRC and AQMD Board approval at a later date ($1 million);
  • Advanced On Road Natural Gas Heavy Duty Engine Program, the specifics and solicitation documents for which are still being developed and are subject to MSRC and AQMD Board approval at a later date ($2 million).

The AQMD Board is scheduled to consider the Phase II FY 2005-06 Conceptual Work Program at its April 7, 2006, meeting. The MSRC will consider solicitations at its next meeting.

Contract Modification Requests

The MSRC considered eleven contract modification requests and took action, as follows:

  1. For Road Builders, Inc. Contract #MS04017, which provides $971,605 for the repower of thirteen heavy-duty off-road vehicles, approval of modification of tasks, reduced contract value, and eight-month no-cost contract term extension;
  2. For City of Culver City, Contract #MS03050, which provides $294,286 for the purchase of eight CNG buses and fueling station modifications, approval of sixmonth nocost contract term extension;
  3. For City of Los Angeles, Bureau of Sanitation, Contract #ML04048, which provides $29,032 to implement video conferencing systems at five sites, approval  to change two system locations, modify equipment specifications, and seven-month no-cost contract term extension;
  4. For City of Cathedral City, Contract #ML04043, which provides $50,000 to purchase a CNG van, dump truck and water truck, approval of a ninemonth nocost contract term extension;
  5. For County Sanitation Districts of Los Angeles County, Contract #MS03029, which provides $416,500 to repower four heavy-duty off-road vehicles, approval of five-month no-cost contract term extension;
  6. For City of San Fernando, Contract #ML04037, which provides $262,042 to purchase two medium- and three heavy-duty CNG vehicles and install time-fill and fast-fill CNG stations, approval of nineteen-month no-cost term extension with requirement that contractor provide a progress report by June 1, 2006;
  7. For City of Claremont, Contract #ML03067, which provides $173,300 to purchase three CNG refuse trucks and install a CNG station, approval of a two-month nocost contract term extension;
  8. For TransVironmental Solutions, Contract #MS03038, which provides $615,200 to implement a regional vanpool incentive program, approval of onemonth nocost contract term extension, modifications to project schedule, authorize Contracts Administrator to reallocate funds between tasks up to $10,000, and modifications to incentive distribution structure for periods shorter than nine months;
  9. For California Bus Sales, Contract #MS05002, which provides $780,000 towards implementing CNG school bus buy-down incentives, approval of modified definitions of mid- and full-sized school buses based on wheelbase dimensions;
  10. For BusWest, Contract #MS05003, which provides $600,000 towards implementing CNG school bus buy-down incentives, approval of $240,000 contract value increase; and
  11. For AZ Bus Sales, Contract #MS05001, which provides $1,035,000 towards implementing CNG school bus buy-down incentives, approval of $240,000 contract value increase.

The MSRC also terminated negotiations with three proposers from awards made as part of the FY 2004-05 Work Program due to their unresponsiveness in returning required paperwork to execute a contract. They are as follows: 1) County of Los Angeles, Department of Public Works, (Pending) Contract #ML05008, which was awarded in the amount of $140,000 towards the purchase of seven LPG street sweepers; 2) County of Los Angeles, Department of Public Works, (Pending) Contract #ML05010, which was awarded in the amount of $20,000 towards the purchase of a CNG bus; and 3) H &  C Disposal, (Pending) Contract #MS05032, which was awarded in the amount of $34,068 towards the purchase of two CNG refuse trucks. The funds allocated to these projects will revert to the AB 2766 Discretionary Fund for re-allocation in a future work program.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provides a written status report on all open contracts from FY 1999-00 through the present. This Contract Administrator Report is attached for your information  (Attachment 2).
