Ronald O. Loveridge, Member The meeting was held was held on November 16 and 17, 2006 in the California Public Utility Commission headquarters in San Francisco. Key items presented are summarized below. Amendments to the Airborne Toxic Control Measure Amendments Limiting Onboard Incineration on Cruise Ships and Oceangoing Ships The Air Resources Board (Board) approved amendments that will reduce exposure to toxic air contaminants for residents living near ports and along the California coast by prohibiting cruise ships and oceangoing vessels from conducting onboard incineration while operating within three miles of the California coast. Amendments to the Stationary Diesel Engine Control Measure The Board approved changes to emission performance standards for in-use stationary diesel agricultural engines. These emission standards may be met by a variety of compliance options, including electrification and replacement with new engines. The amendments also include provisions for local air district agricultural engine registration programs. These rule enhancements will significantly reduce diesel PM and other air pollutant emissions in California’s agricultural regions. Board Update on the ARB Emission Reduction Plan for Ports and Goods Movement in California ARB staff reported on progress made in implementing the Emission Reduction Plan for Ports and Goods Movement in California (Plan). The Board has adopted six rules affecting goods movement sources since it approved the Plan in April 2006, and ARB staff has initiated outreach and rule development for six additional rules. Staff expects to bring these rules to the Board for its consideration in 2007. Staff also reported on public outreach to communities impacted by goods movement emissions, the status of additional risk assessments, and the status of funding mechanisms. ARB staff also discussed progress in revising the estimates used to calculate the contribution of fine particulate matter pollution to premature death, based on additional health analyses and scientific peer review. Public Hearing to Consider Proposed Amendments to the California Consumer Products Regulations The Board approved amendments to existing Consumer Products Regulation by establishing new Volatile Organic Compound (VOC) limits for 16 product categories. The Board’s action will reduce emission of VOCs by almost 11.5 tons per day (tpd) by 2012 in California, with approximately 5 tpd of those reductions taking place in the South Coast. The Board also granted ARB staff additional time to clarify the Aerosol Coatings Regulation for product applicability. Postponed to December 7th Board Hearing (from September 28th)—Public Hearing to Consider the Proposed Amendments to the Hexavalent Chromium Airborne Toxic Control Measure (ATCM) for Chrome Plating and Chromic Acid Anodizing Operations Consideration of this regulation was postponed to allow stakeholders more time to review the amended proposal.
