Below is a summary of key issues addressed at the MSRC’s January 26, 2006 meeting. The MSRC’s next meeting is Thursday, February 23, 2006, at 1:30 p.m. in Room CC8.

2006 Meeting Calendar Adopted

The MSRC adopted its 2006 Calendar, retaining its fourth Thursday of the month meeting schedule, with one exception. For the month of November, they will meet on the fifth Thursday. The MSRC-TAC will continue to meet on the second Thursday of the month. Neither committee is scheduled to meet in the month of December. Attached is the calendar for your information (Attachment 1).

Minutes

Minutes from the April 28, 2005 meeting were unanimously approved. They are attached for your information (Attachment 2).

FY 2005-06 Work Program Awards for Alternative Fuel Infrastructure

The MSRC developed a two-phase Conceptual FY 2005-06 Work Program, the first phase of which was approved by the AQMD Board on September 9, 2005. The first phase includes $12.875 million in solicitations and projects, including $2.5 million for an Alternative Fuel Infrastructure Funding Opportunities Program, which provides funds for new and upgraded or expanded alternative fuel stations as well as facility modifications. At its January 26, 2006, the MSRC unanimously approved five contract awards totaling $1,495,962. The AQMD Board is scheduled to consider these awards on February 3, 2006. Additional awards under this Program are anticipated, and will be subject to MSRC and AQMD Board approval.

Received and Approved Final Report

The MSRC unanimously received and approved three final reports, as follows:

  1. TransVironmental Solutions Contract #AB02029, which provided $249,200 to implement a Guaranteed Ride Home Program;

  2. Sukut Equipment, Inc.Contract #MS04036, which provided $466,807 to repower four scrapers and three dozers; and

  3. City of Covina Contract #MS05045, which provided $10,000 to upgrade a CNG upgrade.

All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's website. It is anticipated that in the future the MSRC’s website, http://www.cleantransportationfunding.org, will include complete final reports in its electronic library.

Contract Modification Requests

The MSRC considered two contract modification requests and took action, as follows:

  1. For City of Anaheim, Contract #ML03009, which provides $60,000 towards the purchase of three heavy-duty CNG vehicles, approval of a four-month, no-cost contractual term extension; and

  2. For BusWest, Contract #MS05003, which provides incentives toward the purchase of new CNG school buses, approval of a contract increase in the amount of $180,000 for a total contract value of $780,000. Since the AQMD Board authorized the MSRC to augment school bus vendor contracts up to the $2 million as part of the FY 2005-06 Work Program, this item does not need AQMD Board approval. A balance of $740,000 remains available for school bus vendors for distribution at the MSRC’s discretion.

Status Reports

The MSRC received a written update on clean transportation policy issues from its Outreach Coordinator, The Better World Group. The update includes key federal and state administrative activities as well as key legislative activities affecting clean transportation.

The MSRC was also shown a PowerPoint presentation prepared by its Outreach Coordinator entitled “Funding Clean Transportation Priorities in Your Community.” It overviews the MSRC’s program, including past funding allocations and future opportunities. It is intended as an educational outreach tool for use by staff and MSRC members. It was suggested that it be sent to city councils and possibly cable TV stations too.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provides a written status report on all open contracts from FY 1999-00 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
