PROPOSAL:
Execute Contract to Purchase Global Positioning Systems Equipped with
Elec-tronic Monitoring Units and Acquire Monitoring Services
SYNPOSIS:
In order to enhance enforcement activities on mobile source projects
funded under AQMD and state programs, global positioning systems (GPS)
equipped with electronic monitoring units are proposed to be installed on
on-road and off-road equipment. The Board approved release of an RFP on
November 4, 2005 to solicit bids from qualified GPS vendors. Seven
proposals were received by the RFP due date and AQMD and CARB staffs have
evaluated the proposals. This action is to execute a contract with
Satellite Security Systems, Inc. to pur-chase up to 200 global positioning
systems and acquire monitoring services in an amount not to exceed
$475,250 for a period of five years from the Carl Moyer Program Fund SB
1107 Account for projects paid for by Carl Moyer funds.

RECOMMENDED ACTIONS:
Authorize the Chairman to execute a contract with Satellite Security
Systems, Inc. for a total amount not to exceed $475,250 for a period of
five years from the Carl Moyer Fund SB 1107 account for the pur-chase,
installation and activation of up to 200 global position systems equipped
with electronic moni-toring units and Global Guard ES software for
projects paid for by Carl Moyer funds.

Background
Emission reduction credits (ERCs) generated under AQMD funded mobile
source projects are used in some programs to offset emissions from mobile
and stationary sources and in other programs, the ERCs are retired to
benefit the environment. One of the key parameters in calculating ERCs is
the activity level of these funded projects in AQMD and California
boundaries. The activity level can be determined using global positioning
systems (GPS) along with electronic monitoring units (EMU) to gather, store,
and transmit data to the AQMD. GPS and EMUs could also be used for
enforcement purposes by re-motely viewing real-time data.
On November 4, 2005, RFP # P2006-10 was released to solicit bids from
qualified vendors to purchase GPS equipped with EMUs for projects funded
under the Carl Moyer or similar programs operating within the AQMD
boundaries. The purpose of the RFP is to select vendor(s) capable of
providing GPS-EMUs, installation of these systems on subject equipment, and
providing all data recording and data transmit-tal services.
The GPS-EMU systems should accurately collect miles traveled within the AQMD
boundary and defined geo-fence regions, determine percent operation within
AQMD boundaries, track distance within an ac-curacy of 100 feet of any
boundary, and operate in all ambient temperatures and weather conditions.
This applies to land-based and marine vessel projects.
Proposal
Based on the evaluation of the proposals received, staff recommends that the
Board approve execution of a contract with Satellite Security Systems, Inc.
in an amount not to exceed $475,250 for a period of five years. Sufficient
funds are available in the 8th year Carl Moyer Program Fund, SB 1107
Account. A discussion of the proposal evaluation process is discussed below.
As future GPS-EMU needs arise, staff will see Board approval to purchase and
install additional GPS-EMU from this round of RFP solicitation.
Proposal Evaluation
Bids were solicited from qualified vendors for GPS-EMU systems that can meet
the requirements dis-cussed above. Bids were solicited from hardware and
software providers and/or service providers.
AQMD Procurement Policy and Procedure requires that projects for unique
technical expertise receive at least 56 out of 70 points to be deemed
qualified for award. This policy and procedure was inadver-tently omitted
from this RFP. However staff’s recommendation of the selection of
contractors remains identical with and without considering this specific
Procurement Policy and Procedure.
Seven proposals were received by the closing date of the RFP. All proposals
submitted were reviewed and scored by an evaluation panel based on the
information in the proposals as submitted to the AQMD. The panel included
two members of the AQMD staff and one evaluator from CARB; three male; two
Asian/Pacific Islander and one Latino. Table 1 provides a summary of the
evaluation of all proposals received. This summary includes cost analysis
for a five year period.

Directory; and AQMD’s own electronic listing of certified minority vendors.
Notice of the RFP/RFQ was
mailed to the Black and Latino Legislative Caucuses and various minority
chambers of commerce and business associations, and placed on the Internet
at AQMD’s Web site (http://www.aqmd.gov).
