PROPOSAL:

Add Positions in FY 2006-07 Budget

SYNOPSIS:

This action is to add five positions to meet critical Carl Moyer Program needs and to enhance chrome plating enforcement.  When offset by reimbursement from Moyer Program funding, the FY 2006-07 budgetary impact of these changes is approximately $145,167.

RECOMMENDED ACTIONS:

  1. Adopt the recommendations shown in Exhibit A to add positions
  2. Appropriate $354,170 from the General Fund, Undesignated Fund Balance, to the following major objects:  Science and Technology Advancement (to be fully reimbursed by Moyer Program funding), Salary and Benefits, $146,003; Science and Technology, Capital Outlay (for Inspector vehicles), $60,000; Science and Technology, Services and Supplies, $3,000 (for laptop computers); Engineering and Compliance, Salary and Benefits, $82,167; Engineering and Compliance, Capital Outlay (for Inspector vehicles), $60,000; and Engineering and Compliance, Services and Supplies (for laptop computers), $3,000.

Background

Technology Advancement administers AQMD’s Carl Moyer Program, under SB 1107 and AB 923, which involves management of a large volume of projects, contracts, and field audits and requires annual reports to the State to demonstrate timely implementation and oversight of the program.  To meet the critical need for significant in-house technical expertise to administer and oversee the program consistent with recent revisions to the state guidelines, staff recommends adding the three positions listed below.

Also, to address significant staffing needs to enhance chrome plating inspections in Engineering and Compliance, additional staffing changes, as described below, are recommended.

Proposal

The attached Exhibit A identifies positions proposed to be added.  Specifically, in Science and Technology Advancement, the following staffing augmentations are designed to address the large volume of projects, contracts, audits, and reports required under the Carl Moyer Program:  two Air Quality Inspector II positions to conduct field audits and a Senior Staff Specialist to supervise the field audit program and oversee other contract- and project-related work.  In Engineering and Compliance: two Air Quality Inspector II positions to perform field inspections of chrome plating facilities.

Resource Impacts

The net annual cost of these staffing changes is approximately $522,073, plus one time costs of $126,000 for inspector vehicles and computers; the net FY 2006-07cost is approximately $354,170, which includes the inspector vehicles and laptop computers, and which would be appropriated from the General Fund, Undesignated Fund Balance, to the appropriate Major Objects.  The fully burdened cost of the added Moyer positions will be fully reimbursed from Carl Moyer Program funds, resulting in a net FY 2006-07 budgetary impact of $145,167.
