Background The Carl Moyer Memorial Air Quality Standards Attainment Program (CMP) provides funds on an incentive basis for the incremental cost of purchasing cleaner than required engines and equipment. The 2005 Carl Moyer Program Guidelines, published by CARB on January 6, 2006, provide the minimum requirements under which the Program is administered by CARB and local air districts. The Guidelines require that each participating air district establish Policies and Procedures for the administration of the Program. The Guidelines further require that each participating air district provide a copy of the Policies and Procedures to CARB not later than November 15, 2006. Proposal Staff plans to forward the attached Policies and Procedures Manual under the Executive Officer’s signature as required by the 2005 Carl Moyer Program Guidelines. The Manual contains procedures for the AQMD’s day-to-day operation of the Program in order to meet the requirements of the California Health and Safety Code, the Carl Moyer Program Guidelines, CARB’s Technical Advisories, and the AQMD’s policies and procedures. The Manual is also intended to provide direction and guidance to the AQMD staff for implementation of the Carl Moyer Program. Staff is also recommending that the Board adopt the attached Policy for Clean Air Incentive Contracts. It is the policy of the South Coast Air Quality Management District (AQMD) to initiate, in partnership with industry, universities, local governments, other agencies and organizations projects needed to fully implement the AQMD’s statutory and rule obligations, which seek to reduce public health impacts from air pollution in the South Coast Basin. Such projects, referred to in this policy as “Clean Air Incentive Projects”, include: (1) development of new clean air technologies; (2) mitigation of criteria air pollutants or toxic air contaminants associated with stationary and/or mobile sources; and (3) credit generation projects under specific AQMD rules and protocols. The policies and procedures set forth in this document govern contracting and/or the awarding of clean air incentive projects by Science and Technology Advancement Office (STA) and other departments, offices or committees of the AQMD. Contracting for professional services, materials, equipment, supplies, and fixed assets by the AQMD associated with ongoing operations of the office, remain subject to the AQMD Procurement Policy and Procedure. The execution of this policy is the function of the Executive Officer, the Deputy Executive Officer for Science & Technology Advancement (STA), and any other responsible officer as identified in this policy. Benefits to AQMD AQMD’s Carl Moyer Program has long been a model for the state in implementing cost-effective, low-emission technologies across a spectrum of on- and off-road vehicles and equipment, marine vessels, locomotives, and agricultural equipment. Legislative changes enacted in 2004 provided increased and continued funding, and broadened the scope of the Program. As the Program becomes more complicated and requires more staff to administer, the Policies and Procedures Manual and the Policy for Clean Air Incentive Contracts will provide the tools to ensure that the Program provides real and quantifiable emission reductions in the Basin. Resource Impacts There is no direct resource impact in these policy documents. Their purpose is to provide guidance for the implementation and operation of the Carl Moyer Program.
