Technology Committee
SYNOPSIS:
The Technology Committee met on September 22, 2006. Major topics
included Technology Advancement items reflected in the regular Board Agenda for
the October Board meeting. A summary of these topics with the Committee's
comments is provided. The next Technology Committee meeting will be on
October 27, 2006 at 12:00 p.m. in CC-8.

Attendance:
Committee members William Burke and Miguel Pulido participated by video-teleconference. Committee members Cynthia Verdugo-Peralta and Dennis Yates were in attendance at District headquarters.
Committee Vice-Chair Cynthia Verdugo-Peralta recused herself from agenda items 2, 6, and 7, and left the room during these presentations. Committee Member William Burke chaired the meeting for these 3 items. Committee members in attendance for presentation of these items were Burke, Pulido and Yates.
OCTOBER BOARD AGENDA ITEMS
- Execute Contracts for FY 2005-06 Carl Moyer Memorial Air
Quality Standards Attainment Program, Modify a Previous Award, and
Re-issue Program Announcement for the Agricultural Assistance Part of the
Carl Moyer Program. -
On May 5, 2006, proposals were received in response to the RFP that was issued for the FY 2005-06 Carl Moyer Air Quality Standards Attainment Program. This action is to execute new contracts under the Carl Moyer Program with up to $30,516,025 in funding, comprised of up to $21,866,109 from the Carl Moyer Program Fund SB1107 Account, up to $4,841,853 from the Carl Moyer Program Fund AB923 Account, and $3,808,063 interest monies available in this fund. This action is also to modify a previous award, and to re-issue the agricultural assistance portion of the last Carl Moyer Program Announcement.
Moved (Pulido), seconded (Yates), and unanimously recommended for approval.
- Execute Contract to Demonstrate Fuel Cell Vehicles at AQMD
- The AQMD tests and demonstrates new vehicles with low-emission and clean-fuel technologies as they become available. Most of the large automobile manufacturers are increasing the placement of hydrogen-fueled fuel cell vehicles in demonstration programs to gain valuable operational feedback and accelerate commercialization of this advanced zero emission technology. The AQMD is currently demonstrating two DaimlerChrysler and two Honda fuel cell vehicles in daily routine fleet operations and frequent outreach events. This action is to execute a contract with Toyota Motor Sales, U.S.A., Inc., to demonstrate two hydrogen-fueled Toyota Highlander fuel cell vehicles for one year in an amount not to exceed $216,000 from the Clean Fuels Fund.
Committee member Burke questioned the monthly cost for the lease of these vehicles, noting that it seemed excessive. Committee member Pulido moved that staff look into this matter further and bring the item back to the Committee in October. This was seconded by Committee member Yates.
- Execute Contracts and Purchase Equipment for Installation of Three 60-Kilowatt Microturbines with Heat Recovery at AQMD Headquarters - AQMD headquarters currently has four 60-kW microturbine generators with heat recovery. This action will allow the installation of an additional three 60-kW microturbine generators with heat recovery at AQMD headquarters using previously authorized AES Settlement funds. The estimated total project cost of $233,770 will be offset by $144,000 of incentive money. The additional microturbines should save $18,750 per year in energy costs.

- Execute and Amend Contracts for Technical Assistance for
Advanced, Low- and Zero-Emission Mobile and Stationary Source Pollution
Control Technologies Under the Clean Fuels Program and Carl Moyer Program,
and Amend Contract to Conduct Additional Analysis Under MATES-III - On May 5, 2006, the Board approved release of an RFP to solicit proposals to provide technical assistance and public outreach support for advanced, low- and zero-emission mobile and stationary source pollution control technologies. Eleven proposals were received and reviewed. This action is to execute six and amend two contracts with technical experts to provide consultation services at a total cost not to exceed $320,000 from the Clean Fuels Program. Further, this action is to execute three contracts and amend one with technical experts to provide consultation services at a total cost not to exceed $260,000 from the Carl Moyer Fund. The final request is to amend a contract with Desert Research Institute to conduct additional particulate matter analyses under MATES-III in an amount not to exceed $200,000.

- Adopt Policies and Procedures for Administration of Carl Moyer
Program and Adopt Policy for Clean Air Incentive Contracts - This action is to adopt Policies and Procedures for the day-to-day administration of the Carl Moyer Program at the AQMD. All air districts participating in the Carl Moyer Program are required to adopt Policies and Procedures and provide that document to the California Air Resources Board no later than November 15, 2006. This action is also to adopt policy for Clean Air Incentive Contracts.

- Approve Grants to Purchase New CNG School Buses and Retrofit School Buses with Particulate Traps - At its May 5, 2006 meeting, the Board authorized issuance of Program Announcement PA# 2006-09 to replace pre-1987 school buses with new alternative fuel school buses and to retrofit diesel school buses with CARB-verified particulate traps. The closing date of the application was July 7, 2006. This action is to replace 133 pre-1987 school buses with new CNG buses in an amount not to exceed $19,382,132 from the Carl Moyer Program Fund AB923 Account, and to retrofit 452 diesel school buses with particulate traps in an amount not to exceed $5,469,960 from the Lower-EmissionSchool Bus Fund.

- Issue RFP to Develop and Demonstrate Plug-In Hybrid Electric Vehicles - The limited availability of real-world data for Plug-In Hybrid Electric Vehicles (PHEVs) is one of the primary obstacles to reducing costs and accelerating widespread deployment of these vehicles. A fleet of PHEVs in different locations, with different duty cycles, would provide valuable information to key stakeholders in the manufacture and integration of the battery and energy management systems. Further, a sustained demonstration program could accurately identify the emissions benefits, fuel savings, and battery capabilities. This action is to issue a RFP to design, engineer, convert, test, certify, demonstrate, and maintain up to 30 PHEVs for 60 months at different locations throughout the SouthCoastAirBasin. In support of these PHEVs, this RFP will also investigate adding charging infrastructure sites throughout the SouthCoastAirBasin.
Committee members expressed concern and requested further clarification from staff at the next Technology Committee on October 27, 2006. Committee Member Verdugo-Peralta requested staff to investigate off-peak rates from utility companies, as well as submetering. The vote on this item was: NO – Burke and Yates; YES – Verdugo-Peralta.
