This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2006.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule.  Scheduling changes that occurred since last month’s forecast are summarized.

Emissions Fees for Architectural Coatings

Filing Requirements for Specific Emission Sources Not Requiring a Written Permit Pursuant to Regulation II

Rules 222 and Proposed Rule 314 (formerly Proposed Rule 313) are moved from November to the first quarter of 2007.  Rule 222 requires additional time to more fully automate the filing process to accommodate new categories for this program.

Fugitive Dust

Rule 403 is moved from October to the second quarter of 2007 to allow staff additional time to analyze various weed abatement strategies and develop best management practices for fire hazard reduction.

Rules 1401 and 1402 are moved from October to December to analyze the impacts of adding diesel particulate to Rule 1401.

Rule 1403 is moved forward to November from TBD.  The proposed amendments are designed to clarify rule intent and ease enforcement of the rule’s requirements, and improve overall rule effectiveness.

The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other).
